  • Position Overview/Duties:
    • Performs a variety of specialized clerical and procedural tasks related to the processing, drafting, typing and examination of various instruments used in the acquisition, disposal and management of real property. Applies an understanding of all basic documents and standard procedures required in the acquisition, disposal and management of land by the government.

      1. Receives and reviews all incoming and outgoing correspondence and documents. Assesses their relevance and importance in the acquisition process. Based on review, makes all necessary input to the computerized tracking system. Forwards the action to appropriate Specialist. Maintains the tracking system to include all current activities. Reviews contracts to ensure they are fully executed and funds are available. Advises on the status of any on-going action. Notifies Realty Specialists on follow-up actions required on overdue assignments. Extracts from the system any information needed for reports. Prepares reports in required format. Would provide Time and Attendance (time keeping) and maintain appropriate reporting requirements per protocol, support Division Admin Officer in Branch training requirements. Responsible for maintaining Branch supplies, paper products, office supplies and equipment. Responsible for maintaining the branch real estate files, electronic and paper. 

      2. Processes a variety of documents in support of Section activities:

      a. Independently prepares in final form all instruments used in closing fee and easement acquisitions, i.e., Deeds, Offer to Sell Real Property, Payment and Closing Sheet, Certificate of Inspection and Possession, Disclaimers, Petition for Tax Cancellation, Full and Partial Reconveyance. Ensures documents comply with escrow legal requirements and have correct signatures, dates, witnesses, and is notarized. Prepares transmittal letters to forward executed and curative documents to Title Company for recording. Prepares and transmits Petition for Tax Cancellation to County Assessor. Makes search of case file assuring all necessary documents are present before submission of Final Title Opinion. Finalizes litigation reports, Memorandum of Opinion concerning Compensable Interests in connection with relocation contracts, legal briefs, and formal legal opinions written by Closing Officer. Prepares instructions for closing and the ordering of Title Policies, and orders checks. Physically capable of climbing on and working from ladders or step stools, bending, and carrying loads as heavy as a box of copier paper, remove and replace files while on ladders or step stools.

      b. Composes and prepares in final form title assemblies and condemnation assemblies. Makes extensive search of all acquisition documents related to project file, applying a thorough knowledge and understanding of the following real estate documents: Title Reports, Land Contracts, Deeds, Subordination Agreements, Financing Agreements, Closing Statements, Affidavits and other corrective documents, Declaration of Taking, Complaints in Condemnation, Stipulation Agreements and Court Judgments. Reviews documents to assure consistency throughout the assembled package, e.g., consistency in deeds court judgments, mortgage release information, conditions of contract, acreage and land descriptions, etc. Researches plats, maps, legal descriptions and other exhibits which are contained in above cited documents. Reconciles differences with appropriate authority, e.g., tax assessor's office, courthouse, Attorneys, Realty Specialists, Appraisers, Cadastral Section, etc. 

      3. Utilizes a personal computer to produce correspondence and reports. Works from rough drafts, written instruction, or brief oral statements. Exercises a high level of responsibility for the completed work, a thorough knowledge of procedural requirements, and a good working knowledge of the subject matter in searching files for additional information, verifying references, and determining accuracy of facts and figures. Utilizes various software programs, i.e., word processing and D-Base, to develop correspondence, reports, and data bases. Documents include right-of-entry, offer to sell, licenses, real estate contracts, deeds and condemnation assemblies. Selects, rearranges or consolidates data from a number of source documents. Performs other related clerical tasks that precede or follow the actual typing, such as assembling the material in the proper order, or making appropriate copies for multiple addressees or for files. 

      4. Maintains and classifies a variety of project files involving many subject headings and subheadings. Files consist of real estate transactions, including acquisition and condemnation documents, contracts, deeds, title reports, etc.; historical documents; correspondence; directives; and technical information. Files in accordance with Modern Army Record Keeping System. 

      Performs other duties as assigned.

      2. This position has Temporary Duty (TDY) or business travel requirement of up to 5% of the time.
