  • Position Overview/Duties:
    • This opportunity is being announced through the USACE Voluntary Internal Opportunities Program (VIOP). Current, permanent USACE employees with noncompetitive eligibility to be placed in this position are eligible to apply.       Position Overview:

      The Chief of the Project Development Branch is responsible for planning and directing cost-shared investigations, technical analyses, formulation of alternative plans, and the preparation of reports related to flood control, navigation, beach erosion control, hurricane and storm protection, water supply, hydroelectric power, urban drainage, wastewater management, recreation, land enhancement, restoration for fish and wildlife, and multipurpose development projects. This position entails close coordination with federal, regional, state, and local government agencies, as well as Congress, local industry, and citizens to ensure projects align with Corps policy and meet local needs.

      Duties:

      • Plan, direct, and coordinate a comprehensive water resources development program, overseeing multiple concurrent investigations and studies. This includes fully funded federal interest determinations and cost-shared feasibility investigations for recommending Congressional project authorizations.
      • Formulate studies considering technical, economic, social, and environmental aspects, ensuring integration of technical inputs and maintaining public relations throughout the project planning phase.
      • Develop and review engineering survey reports to assess the feasibility of flood control, navigation, and beach erosion control projects, while considering multipurpose benefits such as water supply, power development, fish and wildlife conservation, and recreation.
      • Manage complex administration and technical issues involving the planning, scheduling, and coordination of projects, including interactions with A/E firms and local sponsors.
      • Maintain high-level public relations with Congressional members, government authorities, federal agencies, and local community groups to ensure stakeholder engagement and support.
      • Oversee the District’s small projects (continuing authorities) program, ensuring quality control and quality assurance for all Branch products.
      • Coordinate with the Soil Conservation Service on watershed protection efforts and maintain liaison with relevant commissions and planning authorities.
      • Develop and execute public participation programs, representing the District Engineer at public hearings and meetings with social and civic groups interested in Corps activities.
      • Respond to inquiries from Congress, local industry, private citizens, and government officials, and attend meetings to discuss proposals and promote Corps of Engineers policies.
      • Lead coordination efforts for new project development and construction, including the execution of local cooperation agreements and financial plans.
      • Supervise professional, technical, and administrative staff, providing both technical and administrative leadership.
      • Formulate the study program and budget for Civil Works Studies, managing work assignments, setting priorities, and ensuring mission accomplishment.
      • Review, evaluate, and provide feedback on completed work, as well as resolve employee complaints and performance issues.

      Specialized Experience:

      • Series: 0401 – General Natural Resources Management and Biological Sciences (GS-13 Equivalent)
        Experience leading biological studies and resource management projects, providing technical guidance on conservation strategies, and managing interdisciplinary teams. Successfully developed and implemented resource plans and ensured compliance with environmental regulations.

      • Series: 1360 –Oceanographer (GS-13 Equivalent)
        Experience managing resource programs, developing management plans, and advising leadership on sustainable resource use. Analyzed trends, forecasted resource needs, and coordinated with stakeholders to resolve conflicts and ensure policy compliance.

      • Series: 1301 – General Physical Science (GS-13 Equivalent)
        Experience leading physical science research projects, developing methodologies for data collection and analysis, and providing technical guidance on complex issues. Managed project budgets and resources, ensuring adherence to scientific standards.

      • Series: 0101 – Social Science (GS-13 Equivalent)
        Experience leading social science research projects, designing programs to address societal issues, and providing advice on research methodologies. Managed teams to deliver actionable insights for senior leadership and influenced policy decisions.

      • Series: 0810 – Civil Engineering (GS-13 Equivalent)
        Experience managing civil engineering projects, overseeing compliance with design specifications, and ensuring projects met safety and quality standards. Coordinated with teams, contractors, and stakeholders to meet deadlines and budgets.

      • Series: 0110 – Economist (GS-13 Equivalent)
        Experience leading economic analysis projects, advising senior leadership on policy implications, and managing teams to deliver detailed economic reports. Conducted complex analyses and used econometric models to inform decision-making
