Temporary Developmental Assignment, Budget Analyst, GS-0560-12, Budget Branch, Resource
Management Office.
1. Purpose: Recruitment for current permanent employee eligible for a temporary promotional,
reassignment or detail opportunity NTE 120 days to a Budget Analyst GS-12 position.
2. Applicability: Temporary NTE non-competitive 120 promotional/reassignment/detail opportunities
are authorized under 5 CFR. Interested personnel must meet time-in-grade requirements for promotion
to the GS-12 grade level (i.e. 52 weeks as a GS-11 or equivalent).
3. Eligibility: All current permanent U.S. Army Corps of Engineers employees.4. Statement of Duties and Responsibilities: Serves as a Budget Analyst, Budget Branch, Resource
Management Office. Duties may include but not limited to:• Awareness: This position involves managing fund loading for FEMA Mission Assignments, which may
require evenings and weekend work to meet operational demands.• Funds Management – administers the Program Budget Accounting System to obtain and distribute
Funding Authorization Documents
• Directly manages funds for the Pre-Declaration Temporary Emergency Power Mission.
• Manages and controls Customer Orders
• Development and Monitoring of G&A Offices
• Data Analysis and Maintenance – Utilize Enterprise Data Warehouse (EDW) and Excel for Ad-Hoc
reporting
• Prepare charts and slides that are utilized during Governance Meetings.
• Development and Monitoring of Facility Accounts to include monthly bill outs to meet nominal
balance.5. Period of Assignment: Local non-competitive assignments with promotional opportunity are subject
to a maximum of 120 days within a 52 week period. May be terminated earlier if required by mission
needs or multiple selections may be made if needed if vacancy extends beyond 120 days. Anticipated
start date is 1 June 2026.6. Applicant Qualifications: All applicants must meet Time in Grade requirements for temporary
reassignment/promotion to the GS-12 level. In addition, applicants must meet basic/minimum
qualification requirements as outlined in the OPM Qualification Standards for their series GS-0560.7. Applicant Procedures: Applicants must submit the following:
