      The Budget Analyst serves in the Army Geospatial Center (AGC), Resource Management Office, responsible for performing a variety of analytical and evaluative tasks related to the formulation, justification, execution, and presentation of the Civil Works functions budget. This role also involves reviewing the USACE-wide military functions budget, including reimbursable activities under those functions. As an analyst, the incumbent will::

      • Review, analyze, and interpret legislation, appropriation language, OMB directives, Treasury Department guidelines, OSD memoranda, and Department of Army regulations related to USACE budgets. Advise, recommend, develop, and coordinate budgetary policies and procedural guidance with Headquarters and Field Operating Activity program officials. Develop analytical methods to report program trends, goals, and accomplishments.
      • Review and analyze budget estimates submitted by program managers for accuracy in format, technical treatment, mathematical correctness, and conformance with budgetary policies. Recommend changes or revisions as needed.
      • Review, analyze, and evaluate Corps-wide budgetary operating systems to assess effectiveness and propose improvements. Upon approval, develop specific guidance for implementation.
      • Ensure integration of program/project interrelationships, achieving a balanced and coordinated set of activities for AGC. Provide expert consultation regarding AGC program requirements to HQ staff.
      • Prepare and present briefings on new or revised budget programs, their impacts, and the execution status of funds for AGC. Develop cost-benefit analyses of proposed actions and advise AGC managers on the best courses of action.
      • Represent HQUSACE in conferences and meetings with HQDA, OSD, and other officials for the exchange of budgetary information. Advise on the implications of new or revised budget programs.

  • Other Conditions and Requirements:
    • Minimum Qualifications: To qualify for the GS-13 position, you must have at least one year of specialized experience equivalent to the GS-12 level in federal service, including:.

      • Comprehensive experience with the USACE and Federal budget processes, including Congressional procedures and OMB policies..
      • Detailed knowledge of budget activities across AGC Activity Directorates, with a focus on reviewing, editing, and approving budget estimates.
      • Experience in analyzing and comparing cost-benefit ratios for various budget and program actions, considering program operations and legislative impacts.
      • Ability to develop budgetary presentations and justifications for submission to higher authorities, including the preparation of detailed reports and briefing materials.
      • Strong oral and written communication skills to advise top management and represent AGC in formal meetings and conferences.
      • A current Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance is required for this position.

      • Relocation (PCS) expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.
