      The Middle East District (SWM) Office of Counsel is seeking expressions of interest from qualified attorneys who are interested in serving in a GS-14 attorney position with our office.  

       

      The position offers an exciting opportunity for the successful candidate to support USACE's mission in the U.S. Central Command (CENTCOM) area of responsibility. The successful candidate will be expected to provide legal advice to SWM clients on a full range of contractual, fiscal, and administrative law matters, including advice on pre- and post-award issues involving contracts awarded for performance in the Middle East. 

       

      The successful candidate must possess an active Secret security clearance or be able to obtain one prior to reporting to the position, in order to perform the duties of this position. Permanent Change of Station (PCS) expenses may be authorized.  Candidates may also request to continue to work from their current USACE duty station; such requests will be evaluated in accordance with applicable DoD, Army, and USACE policy in effect at the time of the personnel action. 

       

      SWM, headquartered in Winchester, Virginia, is responsible for a significant portion of USACE operations in the Middle East and Africa, and has field offices in Egypt, Israel, Kuwait, Qatar, Saudi Arabia, Bahrain, and other locations in the region.  SWM’s missions include designing and constructing facilities for use by U.S. forces and performing engineering activities for other U.S. government and foreign agencies, including friendly foreign governments, throughout the CENTCOM area of responsibility.

      This job opportunity is open to current, permanent USACE attorneys at the GS-14 level, or those attorneys with a total of 12 months or more at the GS-13 level or equivalent.  This recruitment will employ management-directed reassignment, as well as promotion and flexibilities contained in the Department of the Army’s hiring freeze guidance current at the time of selection.  Current GS-13 employees who are selected for this position may be temporarily promoted to the GS-14 level with the opportunity for the temporary promotion to be non-competitively converted to permanent, if permitted by applicable policies, in the future.  

       

      • You will be required to provide proof of U.S. Citizenship.

      • Please also include your two most recent performance evaluations, a narrative statement explaining your interest in and qualifications for the position, and your most recent SF-50.  For those currently assigned to a position other than a GS-14, please also provide SF-50s establishing the duration of any assignments at the GS-13 level. 
      • Appointment may be subject to a suitability or fitness determination, as determined by a  completed background investigation.
      • This position requires the incumbent to be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
      • This position may be expected to TDY travel up to 10% of the time.
