- Position Overview/Duties:
The Far East District is looking for current GS-11 employees for Non-Comp Reassignment or GS-12 employees seeking a Voluntary Change to Lower Grade
About the Position
Responsible for executing and evaluating, in accordance with pertinent regulations and procedures, a comprehensive loss prevention program for the Far East District. The loss prevention program encompasses a full range of functions including program adherence, accident prevention, education and promotion, reporting and analysis, construction site inspection, and OSHA and general safety inspection.
Major Duties
- Administer the District's Loss Prevention Program in accordance with policies and objectives established in AR 385-10 and implementing Corps of Engineers Regulations.
- Survey and inspect construction sites, areas, operations, facilities, and personnel to determine conformance to safety rules, standards, and regulations; notes hazards and undesirable operating conditions and recommends corrective action.
- Assist in conducting promotional campaigns to stimulate interest in accident prevention.
- Analyze accident statistical data for all areas of the district's accident prevention program; prepares reports of significant problems with corrective actions taken.

- Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
- Locality pay does not apply in overseas areas.
- Relocation (PCS) expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.
- Overseas allowances may be authorized in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250 (subject to available budget).
- This position is eligible for situational telework only, including emergency and OPM prescribed “unscheduled telework”.
Minimum Experience Requirements
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience:
One year of specialized experience which includes inspecting workplaces to ensure compliance with established safety and occupational health policies, training workers on safety or occupational health topics, and implementing programs to reduce the frequency of accidents. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR
Education:
Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or Ph.D or equivalent doctoral degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Time in Grade Requirement:
Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
