      SUBJECT: Temporary Assignment, OPM Administrative Specialist, GS-0301-09, Operations Division, Southern Area Office in Saltsburg, PA


      1.Purpose: Recruitment for a currently eligible, permanent USACE employeesfor a temporary detail, reassignment, or promotion NTE 120 days. This positionis located at the Southern Area Office in Saltsburg, PA and falls within theOperations Division of the USACE, Pittsburgh District.


      2.Applicability: Temporary NTE non-competitive 120-daypromotional/reassignment opportunities are authorized under 5 CFR.


      3.Eligibility: All current permanent Pittsburgh District employees.


      4.Statement of Major Duties and Responsibilities:
      1.Area Office Liaison for Personnel Actions:
      a.As the primary POC for all personnel actions at the Area Office serves as aliaison between the Area Office managers/supervisors/employees and theCivilian Personnel Advisory Center (CPAC) Staff. Coordinates with CPAC on issuesrequiring further clarification or interpretation of regulations/laws. Coordinatesall personnel action requests with Operations Project Manager (OPM), sitesupervisors, and CPAC. Represents OPM/DOPM when discussing personnelmatters such as recruitment requirements, reassignments, details, employeerelations, placement issues, based on own knowledge of action required or onbrief verbal guidance from supervisor. Coordinates in-processing of new hireswith the CPAC. Coordinates changes in approved training plan with appropriatepersonnel. Is the primary individual for initiation of all Requests for PersonnelAction (RPAs) for the area office and field offices through the Defense Civilian Personnel Data System (DCPDS). Identifies incorrect documentation and informs management of potential delays in requested actions. Coordinates submission of accident reports, performance evaluations, requests for advanced leave, and proposed adverse action documentation, etc., along with other confidential reports to the CPAC.
      b. Monitors and tracks civilian personnel actions through the web-based system, Civilian Personnel On-Line (CPOL). Maintains logs and monitors actions in progress. Maintains suspense for the submission of employee and position actions and follows through with responsible manager/supervisor to ensure that deadlines are met. Examples of reports are: conversion dates for VRA appointments, expiration dates for LWOP actions or temporary promotions, etc.
      c. As Southern Area training POC, coordinates training needs with Operations Division Training Coordinator. Monitors to ensure all branch employees have completed Individual Development Plans (IDPs) and ensure supervisors are aware of required training and suspense dates. Monitors PROSPECT allocations to ensure payment is made within established time frames and reporting instructions are received. Coordinates directly with District Training Officer for space available slots, substitutions and cancellations.
      d. Directly coordinates employee benefits questions and related issues with the Management Employee Relations Specialist. Examples of topics are: Federal Employee Health Benefits, Federal Employee Group Life Insurance, Thrift Savings Plan, etc. Based on an analysis of repeated or similar type questions, asks MER Specialist to provide information concerning a specific topic or topics for distribution to area workforce.
      e. Maintains a suspense for due dates for annual performance appraisals as well as the time frame to establish performance standards for new employees or employees who have changed positions. Notifies first line supervisors of required actions. Ensures performance standards are completed and appraisal is processed within established time frames.
      f. Is branch subject matter expert on travel orders and travel vouchers and is an interface between Resource Management and supervisors on new timekeeping requirements. Provides oversight of timekeeping responsibilities and provides guidance and assistance to branch office timekeeper. (40%)


      2. Works directly with higher authority to implement project goals and objectives for area management team. Provides administrative oversight and liaison with multiple site supervisors at geographically dispersed locations engaged in variety of functions such as travel; property management; records management and disposal; space utilization; clerical work; supplies; requests for new equipment, replacement or repair. Gathers and prepares property accountability reports, and equipment acquisition requests and reports. As a credit card holder and Ordering Officer, prepares requests for supplies, services, and repair parts according to established guidelines. Ensures timely receipt of items and reconciliation of monthly statement. Receives calls from project (field installation) personnel and District Office elements for a myriad of information, including records on file or assistance with CEFMS, and related Human Resource matters. (20%)
      3. Works closely with the development and administration of the budget(s) controlled by the OPM/DOPM and Operations Division. Is cognizant of manpower requirements, future retirements, workload (both current and future) and budgetary restrictions. Recommends corrective action whenever deficiencies are discovered. Runs monthly budget reports; evaluates budgetary performance by examining accounting and budget records and reports for the area office. Performs a cursory analysis coordinating findings with district office financial personnel. Develops status reports whenever actual results deviate significantly from the operating budget plan. Prepares special reports as required. Coordinates with the district office financial personnel on budget approval and administers internal controls for compliance with policies and regulations. (20%)


      4. Responds to routine items based on knowledge of programs and operations proposed and on-going throughout the branch. Prepares organizational charts, fact sheets, and other information for in-house and official briefings. Serves as the point of contact for visits, inspections, and conferences. Meets with the public on routine matters of general information. Refers to supervisor for areas of a more specific technical nature. (10%)


      5. Conducts administrative studies, surveys or inspections of safety and administrative matters to ensure that all administrative functions are performed according to prescribed procedures. Prepares formal and informal reports with recommended solutions. Ensures that the administrative requirements for the managers meetings are prepared. Attends and records minutes of such meetings. Provides information/training related to new or changed administrative procedures/ requirements. Summarizes other meeting notes and distributes to Resource Managers for status of projects, suspense information and procedural change information. Keeps individual project administrative personnel informed of current changes in regulations, forms, and admiministrative requirements.


      5. Period of Assignment. Local non-competitive assignments with promotional opportunity are subject to a maximum of 120 days within a 52 week period; a reassignment action (GS-0301-09 to GS-0301-09) may be extended longer.


      6. Applicant Qualifications: A ll applicants (promotion or reassignment eligible) must meet basic/minimum requirements as outlined in the OPM Qualification Standards for the 0301 series which is outlined in the evaluation criteria below.
