  • Position Overview/Duties:
    • About the Position:

      Leads the Project Controls team within the Plannings, Programs, and Project Management Division. Supervises a team of eight Project Controllers who provide scheduling and resourcing expertise and support to Project Managers and Program Managers. Manages efforts related to implementing the Project Delivery Business Process, Revolutionize Performance Monitoring (RPM), and other initiatives.

      Key Duties:

      • Leads and supervises a Section of Project Controllers responsible for assisting in the execution of the District’s diverse and complex Civil Works and Interagency and International Support (IIS) programs. Assigns work, reviews progress, and oversees quality assurance and quality control.
      • Through this team, incumbent will develop and maintain data and information pertinent to project schedules and resourcing budgets in accordance with the annual execution.
      • EC and regional/District standards. Coordinates efforts related to “benchmarking.”
      • Understands and applies principles and requirements for schedule management and P2/PROMIS resourcing, to include policy and guidance from higher headquarters and the Project Delivery Business Process (PDBP).
      • Provides direction, guidance, and support to Project Controllers and other District staff for the full range of functions related to use of PROMIS during project initiation, execution, and closeout. Exercises prudent judgment, collaborates to solve problems and manage change, and elevates issues when necessary.
      • Provides reports and analysis to support PPPMD and District leadership in evaluating program execution and Workload-Workforce requirements.
      • Coordinates with others within PPPMD and across Portland District to resolve problems and enhance organizational effectiveness.

      Specialized Experience Requirement:

      One year of specialized experience which includes 1) Developing, analyzing, and reporting resource and scheduling data for multiple civil works programs/projects; 2) Documenting processes, developing tools, and managing data quality; and 3) Facilitating project and program development to meet management objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
