The U.S. Army Corps of Engineers Los Angeles District is seeking a motivated and experienced leader to serve as the Senior Park Ranger who oversees 16 dams, 1 debris basins, and 61 miles of levees and channels throughout Southern California, Nevada, and Arizona.

DESCRIPTION OF ASSIGNMENT/DUTIES: The incumbent serves as the Senior Park Ranger, providing comprehensive evaluation, program direction, and coordination of recreational activities across water resource development projects within the District. This role involves functional inspections to ensure compliance with established plans, regulations, and policies, as well as preparing recommendations for corrective actions to the Branch Chief when necessary. The Senior Park Ranger operates independently, exercising initiative and leadership in planning, coordinating, and executing complex work assignments. Responsibilities include interpreting policies, maintaining awareness of current trends and regulatory changes, and resolving conflicts related to technical responsibilities. The incumbent also acts as a technical advisor on recreation administration and management, developing policies for natural resource management while considering the environmental impacts of basin management programs.
- Continuously evaluate and coordinate recreational activities at water resource development projects.
- Conduct functional inspections to ensure compliance with approved plans and regulations.
- Prepare recommendations for corrective actions and communicate these to Branch Chief.
- Serve as a technical advisor for recreation administration, planning, and management at the District level.
- Develop guidelines, standards, and procedures for basin planning elements, including public use measurement and economic impact analysis.
- Represent the District at meetings with federal, state, and local officials, as well as public organizations, to discuss land management issues.
- Develop partnerships with governmental and public organizations to enhance responsiveness to public needs.
- Implement national Corps programs, including Visitor Assistance as the district level.
- Develop and implement programs to inform the public about flood risk and natural resources.
- Respond to inquiries from the public and Congress regarding park and natural resource issues.
- Perform fieldwork, including patrolling and monitoring recreational and natural resource management activities.
- Provide leadership, direction, and oversight to lower-graded rangers and conduct field reviews of program implementations.
APPLICABILITY/AREA OF CONSIDERATION: This assignment is open to all qualified permanent USACE employees within the United States (including GS-11 staff with at least one year time-in-grade) with competitive service status who are eligible for temporary promotion, temporary reassignment, or detail to the GS-12.

APPLICANT QUALIFICATIONS: Nominees will be selected based on:
- Demonstrated knowledge of biological systems, land management principles, and park management is essential. Candidates should have experience in conducting evaluations, developing policies, and coordinating programs related to recreation and natural resource management.
- Strong written and verbal communication skills are necessary to effectively represent the District and engage with various stakeholders, including the public and government entities.
- The ability to work independently, exercise initiative, and provide leadership in complex assignments is critical for success in this role.
Minimum Experience Requirement: One year of specialized experience which includes performing at least two of the following: natural resources management planning; public outreach for parks and federal lands; and/or enforcement of laws and regulations on federal land. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11)

- The employee will wear the Corp’s authorized uniform in the performance of duties as prescribed by AR 670-10 and supplements.
- Incumbent must receive a minimum of 24 hours of personal protection/unarmed self-defense, situational evaluation and tactical communication training within two years of employment.
- Must possess, or be willing and able to obtain and maintain, training in first aid, cardiopulmonary resuscitation (CPR), blood-borne pathogens, or other training as deemed necessary to accomplish the mission or required by law of regulation.
- The incumbent is required to file an OGE Form 450, Financial Disclosure Report upon entering on duty in this position and annually thereafter.
- This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

- Relocation (PCS) expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.
- This position is eligible for situational telework.
