- Position Overview/Duties:
Supports the Office of the Technical Director (TD) for Civil Works Environmental Engineering and Sciences. Serves as direct support to the TD. Assists in the technical and financial support of the Aquatic Nuisance Species Research Program, Aquatic Plant Control Research Program, Ecosystem Management and Restoration Research Program, Engineering with Nature Program, and Wetland Regulatory Assistance Program. Assists in the development of the CW Research and Development Technology Innovation Strategic Focus Areas. Serves as Environmental Associate Technical Director (ATD) for the CW Research and Development Area (RDA). Will support Program Managers (PMs) with Statements of Need (SoN) and support to the Environmental Research Area Review Group (ERARG). Will aid in communication to USACE Headquarters, USACE ERDC Headquarters, and across the CW RDA. Assist with communication and justification of budgets and programs outside the USACE as requested. Supports efforts for reimbursable project development across the EL and ERDC.
Specific ATD Duties Include:
• R&D Program Management & Quality Assurance: Support the TD and PMs in the management and execution of complex Civil Works research programs to delivery environmental science and engineering solutions to USACE. Directs study plans and novel research approaches to ensure all R&D activities are scientifically sound, defensible, and aligned with USACE user requirements. Ensure USACE project management principles are integrated into the life cycle of research programs.
• Operational Agility & Decision Support: Serve as the primary lead for rapid response efforts, ensuring the prompt development of briefings, scopes, schedules, and budgets for new initiatives. Assemble information and data quickly to formulate short- and long-term impact assessments that drive strategic direction and critical funding decisions.
• Strategic Initiatives & Mission Growth: Establish and direct organizational focus on highly complex strategic research areas in environmental engineering and science, including harmful algal blooms, optimization of aquatic ecosystem restoration, management of invasive species, acceleration of environmental compliance decision-making, and ecological modeling. Actively generate and cultivate new research and reimbursable work opportunities to expand the technical footprint in development of technical solutions for USACE.
• Interagency Collaboration & Team Building: Engage with USACE Districts, academic institutions, industry, and federal/state partners to establish shared goals for environmental engineering and sciences. Build and lead interdisciplinary teams of internal ERDC experts and external partners to mitigate complex environmental issues impacting the USACE Civil Works mission.
• Leadership Integration & Tech Transfer: Ensure the seamless integration of historical and current R&D activities across all functional ERDC programs. Collaborate closely with the Civil Works leadership and laboratory management to facilitate technology transfer, support outreach initiatives, and maintain a high standard of customer care for all stakeholders.
• Professional Technical Advocacy: Maintain a position as a subject matter expert by actively participating in and leading conferences, seminars, and workshops. Regularly review current literature to ensure ERDC remains at the forefront of global Civil Works environmental engineering and science trends.

The Environmental Laboratory (EL), Engineer Research and Development Center (ERDC), has a need to temporarily fill the position of Associate Technical Director (ATD) Civil Works (CW) Environmental Engineering and Sciences, DB-XXXX-IV, located in Vicksburg, Mississippi. All interested permanent ERDC and USACE employees are encouraged to consider and apply for this opportunity.
Multiple actors may be selected. The temporary action may be any of the following: Temporary Promotion, Detail or Temporary Reassignment as determined by Management and the CPAC. The duration of the assignment will be determined based on the ranking of qualified candidates but may be 120 days up to 1 year.
Area of Consideration: This opportunity is open to all permanent ERDC and USACE employees which meet eligibility for a DB-4 position.
Duty Location: Vicksburg, MS, TDY or Temporary Change of Station costs will not be considered in filling this temporary assignment. Requests for telework and remote work will not be considered. Applicants from currently approved USACE work sites will be considered.
