Engineer (Interdisciplinary) - Architect/Civil/Mechanical/Electrical, GS-08XX-11/12 (85903)

The Interdisciplinary Engineer serves as an engineering program manager within the U.S. Army Corps of Engineers, Tulsa District, providing multidisciplinary technical leadership for the operation, maintenance, inspection, and rehabilitation of critical Civil Works infrastructure. The position supports a portfolio of spillways, embankments, water-control structures, buildings, roads, and related facilities, working closely with Area Engineers, project managers, resident managers, powerhouse superintendents, and the Engineering and Construction Division. As a GS-11/12 career-ladder position, the engineer progressively assumes greater responsibility for infrastructure condition assessments, maintenance planning, engineering estimates, contract administration, design review, dam safety, and emergency preparedness, with full performance at the GS-12 level. The work directly supports the Tulsa District's mission of maintaining safe, reliable, and operationally ready water-resource infrastructure.

Major Duties

• Lead inspections and assess infrastructure condition. Plan, coordinate, and lead annual and specialized inspections of spillways, embankments, water-control structures, gates, stilling basins, roads, bridges, buildings, and related facilities. Maintain accurate engineering records and coordinate preparation and follow-up activities to identify deficiencies and ensure corrective actions are completed.
• Plan and prioritize maintenance and rehabilitation work. Provide engineering support to project and area managers; develop cost estimates, scopes of work, plans, and specifications; evaluate project budgets; recommend priorities for major repairs; and develop annual work plans, facility condition assessments, and maintenance requirements for assigned projects.
• Manage specialized inspection and emergency-diving contracts. Prepare specifications, schedule, and administer contracts for stilling-basin inspections and emergency diving operations. Evaluate contractor dive plans and personnel qualifications for completeness and safety and maintain proficiency to serve as a dive supervisor.
• Ensure projects are constructible, maintainable, and reliable. Review plans and specifications for construction and modification of water-control structures, buildings, and roads; identify design issues that could affect construction, operation, or long-term maintenance; develop and maintain maintenance-related guide specifications; and update applicable operation and maintenance manuals.
• Support dam safety, emergency preparedness, and district-wide infrastructure priorities. Provide technical support to the Federal Dam Safety Program, coordinate road and facility inspection activities, use inspection data to identify and prioritize major repairs, provide technical recommendations and briefings to field and district leadership, and train personnel in flood-control emergency planning and preparedness.

MINIMUM EDUCATION REQUIREMENT

Applicants must meet the applicable positive education requirement for at least one occupational series identified for this interdisciplinary position: 0808, 0810, 0830, or 0850. OPM's Professional and Scientific Positions qualification standard requires applicants to meet the individual occupational requirements for the series under which they are considered. You MUST provide a copy of your transcripts with your application package or you will be rated ineligible.

0808 ARCHITECT SERIES

A. Degree: Bachelor's degree or higher in architecture or a related field that included 60 semester hours of architecture or related coursework, including at least 30 semester hours in architectural design and 6 semester hours each in structural technology, properties of materials and methods of construction, and environmental control systems.

OR

B. Combination of Education and Experience: College-level education, training, and/or technical experience demonstrating (1) thorough knowledge of the arts and sciences underlying professional architecture and (2) theoretical and practical understanding of architectural principles, methods, techniques, and their application to building design, construction, or improvement. This may be demonstrated by a related curriculum, such as architectural engineering coursework substantially equivalent to the required architecture courses, or experience in an architect's office or architectural work for each year short of graduation. In the absence of college coursework, 5 years of such experience is required. Experience must demonstrate thorough knowledge of fundamental principles and theories of professional architecture.

0810 CIVIL ENGINEER, 0830 MECHANICAL ENGINEER, AND 0850 ELECTRICAL ENGINEER SERIES

A. Degree: Bachelor's degree or higher in engineering from a school of engineering with at least one ABET-accredited program, OR a program including differential and integral calculus and courses more advanced than first-year physics and chemistry in five of the following seven areas: (1) statics/dynamics; (2) strength of materials; (3) fluid mechanics/hydraulics; (4) thermodynamics; (5) electrical fields/circuits; (6) nature and properties of materials; and (7) another comparable area of fundamental engineering science or physics.

OR

B. Combination of Education and Experience: College-level education, training, and/or technical experience demonstrating (1) thorough knowledge of physical and mathematical sciences underlying engineering and (2) theoretical and practical understanding of engineering sciences, techniques, and their application to an engineering branch. This may be demonstrated by:

1. Professional registration/licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
2. Written Test: Successful completion of the Fundamentals of Engineering (FE) examination or another written examination required for professional registration.
3. Specified Academic Courses: At least 60 semester hours in physical, mathematical, and engineering sciences, including the courses specified above, fully acceptable toward an engineering program.
4. Related Curriculum: Bachelor's degree in an appropriate scientific field (e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology) may be accepted in lieu of an engineering degree if the applicant has at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

MINIMUM EXPERIENCE REQUIREMENT

In addition to meeting the applicable basic education requirement, applicants must meet the specialized experience requirement for the grade level considered.

GS-11

One year of specialized experience equivalent to at least the GS-9 level in Federal service or equivalent private/public-sector experience. Specialized experience demonstrates the ability to perform professional engineering or architectural work involving the following:

1. Supporting inspections of civil works and engineering infrastructures (such as spillways, embankments, water-control structures, or related facilities) for emergency preparedness. AND
2. Reviewing and developing engineering cost estimates, contracts and work plans for infrastructure maintenance completion.

GS-12

One year of specialized experience equivalent to at least the GS-11 level in Federal service or equivalent private/public-sector experience. Specialized experience demonstrates the ability to independently perform and coordinate professional engineering or architectural work involving the following:

1. Leading multidisciplinary inspection and evaluation programs for major civil works infrastructure related to dam safety and emergency preparedness. AND
2. Managing infrastructure maintenance and rehabilitation programs (such as cost estimates, review of annual work plans, or technical review of engineer plans and specifications) for water-control facilities.

OPM qualification policies generally require one year of specialized experience at the next lower grade for positions above entry level. Qualifying experience must demonstrate the knowledge, skills, and competencies needed to perform the position's duties.
