  • Position Overview/Duties:
    • Serves as a subject matter expert to the Programs and Project Management Division, and reports directly to the Programs Branch Chief and the Project Controls Group Manager. The incumbent provides technical assistance to program managers, project managers, operation managers, project and program analysts, and resource managers in implementing and maintaining the P2 system for assigned district projects and programs, primarily focused on all types of civil works projects. The incumbent must possess a thorough understanding the P2 system, to include in-depth knowledge of Primavera®. Additionally, the incumbent must possess an understanding of the USACE project management business process (ER-5-1-11); the Corps of Engineers Financial Management System (CEFMS); workload manpower management; operating budgets; basics of projects finance and accounting; and, demonstrate knowledge of various other functions necessary in maintaining the data quality of the P2 system. The incumbent must be able to manage P2 data input effectively to maintain its fidelity, as well as, to provide management a visual or graphical representation of the programs' trends and subsequent analysis of the inputted data. 

       

      Manages the application of the P2 system in the district, and strictly controls all project management schedules. Applies a thorough working knowledge of study and project management principles, and an understanding of the US Army Corps of Engineers organizational structure and functions, business practices, procedures, techniques, regulations, and guidance. Provides primary support to program, project, and operation managers, to ensure that all projects are identified and correctly entered into the P2 system, and that all project managers use the correct P2 Project Architecture/WBS templates to define products, sub-products, activities, or tasks for their projects.

      Duty station Kuwait:  No Danger Pay, 15% Post Differential, 48 hours of paid Overtime/pay period, Sunday Premium Pay, $123/day Per Diem in Govt-provided lodging.  Personal Leave authorized for 1-year tour.

       

      Desirable KSAs

      Knowledge of:

      1. Work Breakdown Structure (WBS) - Understands how work is broken down into sub-products, activities or tasks to define products

      2. Network Analysis - Understands task sequencing, interdependency and starting and ending dates and task durations

      3. District Resourcing - understands how to resource wok effort in P2 and over the time periods that the resource will be used

      4. CEFMS Interfacing - understands how to interface P2 and CEFMS to advance the schedule

       

      Ability:

      1. To sequence independent tasks in relation to other tasks to create a critical path schedule

      2. To be able to develop multiple scenarios for what if analysis depending on how a project schedule may proceed

      3. To coordinate work efforts by multiple resource providers into one schedule that includes interdependencies on one another

      4. To use P2 to interface the schedule with CEFMS

       

       

      THIS POSITION REQUIRES A SECRET CLEARANCE WORK MAY ENTAIL EXTENDED WORK SHIFT OF 12-16 HOURS A DAY. GENERALLY, INDOOR WORK LOCATION HAS POWER, WATER, HEATING, AND AIR CONDITIONING, ALTHOUGH OUTAGES SHOULD BE EXPECTED. LACK OF SLEEP MAY OCCUR DUE TO LONG WORK HOURS AND UNCOMFORTABLE LIVING CONDITIONS. EMPLOYEE WILL REPORT SYMPTOMS OF STRESS AND FATIGUE TO THE ON-SITE SUPERVISOR. LIVING CONDITIONS RANGE FROM HAVING ALL BASIC AMENITIES; LIGHT, POWER, WATER, REFRIGERATION, TO NOT HAVING ONE OR MORE OF THESE AMENITIES. EMPLOYEES WHO NEED TO STORE REFRIGERATED MEDICATION SHALL PRIOR TO DEPARTURE FROM THE PRIMARY DUTY STATION, INFORM THE LOCAL EOC SO AVAILABILITY OF REFRIGERATION AT THE WORK SITE CAN BE DETERMINED. ENVIRONMENTAL CONDITIONS AT WORK LOCATIONS MAY RANGE FROM EXCESSIVE HEAT AND HUMIDITY TO EXTREME COLD AND RAINY. SOME LOCATIONS REQUIRE THAT THE EMPLOYEE BE ABLE TO MAINTAIN STABLE MOBILITY IN SANDY AND UNSTABLE TERRAIN. ALTHOUGH SOME WORK IS SEDENTARY, WORK CONDITIONS SUCH AS ERGONOMIC ISSUES RELATED TO LIFTING AND CARRYING, SEATING, OR VIDEO DISPLAY TERMINALS; REPETITIVE MOTION INJURY FROM USING COMPUTERS, AND THE LIKE MAY BE EXPECTED.

       

      This position is designated as emergency-essential (E-E). The position cannot be converted to a military position because it requires uninterrupted performance to provide immediate and continuing support operations and/or support maintenance and repair of combat essential systems. This position may not be filled by a military reservist. In the event of an emergency situation, the incumbent must continue to perform the E-E duties until relieved by proper authority. Failure to remain in your position may result in separation for the efficiency of the Federal service. Incumbent must complete and sign DD Form 2365 (DoD Civilian Employee Overseas Emergency Essential Position Agreement). Due to the strenuous nature of some deployed assignments, the incumbent may be required to meet certain medical requirements (be free of any health or medical condition that would prevent the employee from performing duties under austere conditions). Incumbent may be subject to medical examination, immunizations (this may include the series of anthrax vaccine immunizations to include annual boosters and other immunizations that may in the future be required), DNA sampling, HIV testing, etc. Adequate medical facilities may not be available within the area of deployment to support certain medical conditions or medications that require special handling.
