      This is an internal announcement for a Construction Control Representative, GS-0809-12, position in the North Atlantic Division, Norfolk District, Construction Division.

       

      Who May Apply: This position is only open to current permanent USACE employees with time-in-grade eligibility at the GS-0809-11 or GS-0809-12 levels.

      * Current permanent USACE employees, with time in service requirements at the GS-0809-11 level, will be considered for temporary promotions to GS-0809-12 not to exceed 120 days.

      * Current permanent USACE employees, GS-0809-12 will be considered for details at the same grade up to 365 days and permanent reassignment.

      Selection Note (Details Only): If the selected USACE employee is assigned to another USACE district, the district may consider duties to be performed from the selectee's current USACE approved office location, with occasional TDY to the Norfolk District AOR based on exemption guidelines and availability of funding.

      Duty Location: Norfolk, VA.

      Anticipated Start Date: FY26 - Negotiable upon selection. 

       

      Position Summary:

      If selected, you will serve as a Quality Assurance Representative and Contracting Officer's Representative (COR) in the Area/Resident Office performing duties which include (but not limited to): managing, directing, advising, and coordinating field staff, along with contractors and subcontractors' staff, through participation in the planning operations, assuring adherence to policies and criteria (including schedule and budget constraints), interpreting of plans and specifications, controlling quality of construction, gathering data for preparation of estimates and change orders, progress reporting, safety, labor relations, etc.

      In addition, key areas of consideration include:

      * The work of the group principally requires adapting, modifying, or making compromises with standard guides, precedents, methods, and techniques.

      * The nature of construction projects controlled through the application of theory and concept to resolve problems encountered is substantially less than the application of acceptable engineering methods and approaches, knowledge of construction practices, methods, techniques, costs, materials, and equipment.

      * Experienced judgment and extensive working experience similar to that of professional engineers is required.

      * Compliance with safety regulations, occupational safety and health standards and other safety directives and orders.

      • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
      • This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
      • Relocation (PCS) expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.
      • Relocation incentive may be authorized. Before the payment of a Relocation Incentive, an employee must provide residence documentation and maintain a residence in the new geographic location for the duration of the service agreement.
      • This position may be eligible for situational telework.
