      This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

      About the Position: As Supervisory Financial Management Analyst in PPMD, the incumbent is responsible for all Military-funded financial functions across Baltimore District, advising senior leadership on resource management, coordinating with HQUSACE and DOW stakeholders, ensuring proper fund usage, and directing budget staff through work prioritization, performance assessment, and employee selection.

      Duties

      • As Supervisory Financial Management Analyst in PPMD, oversees $1.5B+ Military project portfolio, guiding program planning, analysis, and appropriations for Army, Air Force, DOW, and NSA stakeholders, including global mission support.

      • Manages PPMD financial performance, operating budget, workforce planning, and project financial metrics, ensuring compliance with HQUSACE, DOW, and DA guidelines while supporting diverse stakeholders and interpreting complex regulations impacting Military mission programs.

      • Develops policy and procedural guidance for Project Managers to prepare budget requests for Army MILCON, Air Force MILCON, DOW leasing, and OMA-funded engineering and construction projects supporting national security, cybersecurity, and DOW agencies worldwide.

      • Manages financial, manpower, and human resources, setting priorities, evaluating performance, resolving complaints, recommending personnel actions, ensuring accurate job descriptions, and providing training to achieve organizational goals and optimal resource use.

      • Collaborates with District, Division, and HQUSACE counterparts to resolve funding issues, advises on Military funding execution, and provides expert guidance to senior leaders, Army Major Commands, and Federal agencies on appropriations and fiscal law.

      • One-year probationary period may be required.

      • Temporary Duty (TDY) or business travel may be required up to 25% of the time.

      • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

      • One-year supervisory probationary period may be required.

      Certification Level 3

      This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. This certification level must be achieved within 24 months. Certification requirements are outlined in Department of Defense Instruction 1300.26.

      Qualifications

      To qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic: religious: spiritual: community: student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience: if qualifying based on education, your transcripts will be required as part of your application.

      Specialized Experience: One year of specialized experience which includes (1) Financial Management associated with Military Programs which involves the full range of financial functions in the development, formulation, presentation, justification, and execution of programmatic and project financial oversight of all Military funded mission projects; (2) providing technical guidance/leadership to GS-15 Resource Management, GS-15 Technical Chiefs, and stakeholder leadership (NSA, other DoD, Army and Air Force Major Commands) affecting financial resources and programs for the Military mission workload; and (3) planning and directing the work of budget staff to include establishing work priorities, assigning and reviewing accuracy of work, providing advice and guidance, assessing performance, and making selections of employees. This definition of specialized experience is typical of work performed at the next lower grade/level position in federal service (GS-13).

      Some federal jobs allow you to substitute your education for the required experience to qualify. For this job, you must meet the qualification requirement using experience alone—no substitution of education for experience is permitted.

      You will be evaluated on the basis of your level of competency in the following areas:

      • Mastery of the concepts, principles, and appropriations law considerations.

      • Mastery of the regulations of budgeting and financing.

      • Mastery of a professional knowledge while serving as an authoritative source.
      • Mastery in the specialized area and understanding of Agency, DOW, OMB, and Congressional budget formulation processes.
      • Comprehensive knowledge to resolve critical financial/budget issues.
      • Mastery of financial management to provide authoritative interpretations.

      Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
