- Position Overview/Duties:
Serves as a Contracting Officers Representative (COR) for several major installation services, supplies, utilities, and construction type contracts, performing contract administration and surveillance operations. Ensures that contract specifications, Performance Work Statements, performance requirements summaries, technical exhibits and surveillance plans comply with Federal Acquisition Regulations and are properly prepared utilizing correct contract terms, provisions and format. Assures contract labor, material and other related contract costs are in line with approved government cost estimating procedures. Applies extensive knowledge of contract technical, administrative and quality assurance surveillance areas to assure Contractor performance is fully documented and complies with all contractual provisions and regulatory requirements. Submits findings and recommendations to the Contracting Officer for review, signature and final recommendation. Duties involve the preparation and administration of assigned contracts to include decisions regarding payment schedules, application of special clauses, contract changes and direction of contract inspectors in order to evaluate the technical aspects of contractor performance. Different types of installation service, supply, utility and construction support contracts are routinely assigned requiring knowledge of different contract legal, administrative, technical and surveillance responsibilities for several installation-wide service, maintenance supplies, utilities, or construction contracts covering a wide-range of areas such as custodial services; family housing painting; ground maintenance; refuse collection; underground utility locating; elevator maintenance/repairs; dive inspections; crane inspections; vegetation and tree management; Blanket Purchase Agreements (BPA); DLA; services and other related contracts for service or maintenance of equipment and facilities.
1. As a Contracting Officers Representative, administers all phases of assigned contracts from inception to completion. Prepares contract performance work statements, performance requirements summaries, and quality assurance surveillance plans and procedures. Assists the USACE Contracting Section in scheduling and conducting site visits for potential bidders. Prepares proposal evaluation plans, in-house Government estimates and participates in boards established to evaluate contractor proposals and awards. Updates information contained in technical exhibits ofcontract, ensuring pertinent information is current. Working in conjunction with government and industry standards, constantly updates specifications to applicable contract areas within the scope of responsibilities. Conducts performance evaluation meetings with the contractor. Monitors contractor operations. Approve/disapprove invoices, payment schedules, special clauses etc., to assure requirements are clear and concise. Calculates any deductions to be made from contractor invoices for performance deficiencies and researches processes, recommends action to be taken on claims submitted. Serves as a technical expert in pre-solicitation meetings or discussions held concerning requirements for procedural and technical adequacy. Interprets contract specifications in daily dealings with contractors and customers, advises of responsibilities to the Government, the consequences of failure to comply, and subsequent penalties to be imposed. Evaluates performance against contractual requirements and ensures quality and timely work performance. 25%
2. On behalf of the Contracting Officer, witnesses and certifies for the Government as to the technical acceptance of work and services provided by the contractor. Confers with contractor personnel to urge correction of noted deficiencies. Assures that all pertinent information is retained for reference and reconciliation purposes. Guidelines used include applicable Federal Acquisition Regulations, Army Regulations, Maintenance and parts specifications and standards, product drawings, inspection test procedures, contract specifications, and standard checklists for evaluating procedures and operations. Many of these guidelines have a high degree of complexity and are subject to interpretation. The incumbent independently interprets and effectively represents government interests in handling disputes in these areas. Negotiates solutions to problems and attempts to reach agreement on controversial issues. Develops surveillance techniques and procedures to use in inspecting the work performed by the contractor to determine efficiency, effectiveness, reliability, quality and timeliness factors. May utilize special tools or test equipment and applies formulas to ensure checks were performed properly.25%3. Uses evaluation methods which provide a systematic and equitable review appropriate to the service as the basis for determining acceptability/non-acceptability of performance. Reviews, approves/disapproves work schedules submitted by the contractor. Evaluates the contractor's quality control system when incorporated into terms of the contract. Submits fully documented reports covering all survey procedures, findings, documented instances of unacceptable contractor performance and recommendations. Ensures adequacy and progress of work is commensurate with contract requirements: coordinates with and reviews reports submitted by individual contract inspectors to obtain technical performance data. Justifies monetary adjustments in payments by establishing the necessary evidence as required. Makes recommendations to Contracting Officer for contractor deducts, warning and cure notices. Follows up on recommendations to ensure deficient conditions are corrected by contractor. Ensures that the Governments best interests are represented in day-to-day contract administration.20%
4. Maintains contacts with contractor owners and program managers to exchange factual data, secure cooperation to correct deficiencies, and to examine and evaluate contractor performance. Briefs Chief of Tech, Operations Project Managers, Managers and Supervisors on applicable contractual matters when required. Purpose of briefings is to inform and update on status of contract administration, performance and functional areas. Maintains contacts with engineers, environmental, safety, and technical experts for whom services are provided. Is the point of contact for contractual audits and other managers and personnel having impact on or affected by administration or performance of applicable contracts. Serves as technical expert over the other GPC cardholders providing advice and guidance on purchasing regulations and laws. Assists other cardholders with troubleshooting CEFMS issues. Ensures GPC cardholder documentation is audit ready. Trains new cardholders in GPC procedures for supplies and materials. Recommends andprovides technical input for formal procurement actions. Serves as liaison between project and Contracting Division personnel on contract actions and maintains online contract acquisition planning system. Processes receiving reports and coordinates between contractor and Contracting Division personnel to deobligate unneeded funds. Using established Blanket Purchase Agreements, prepares solicitation, evaluates bids and places BPA call order with vendor. Creates obligation in SPS and maintains procurement package for audit. 5. Operates a Government vehicle in performance of assigned duties requiring the incumbent to have a valid state drivers license.5%
