  • Position Overview/Duties:
      • Serves as Electrical Engineer, is responsible for technical review, inspection, testing, and oversight of electrical systems and construction for military and civil projects, including medium-voltage distribution and switching, interior electrical systems, generators, lighting, communications, controls, EMCS, fire and intrusion alarms, lightning and cathodic protection, and related utilities and infrastructure; evaluates plans, specifications, submittals, materials, quality construction, safety, quality, and contract compliance; provides technical guidance on complex construction issues, field conditions, modifications, discrepancies, and corrective actions; supports construction planning, scheduling, cost estimating, claims, quantity verification, progress payments, and contract negotiations; determines work acceptability, supports final inspections and closeout, documents as-built conditions, and coordinates with contractors, inspectors, supervisors, and using agencies to resolve technical and construction issues while ensuring compliance with applicable engineering, contract, and safety requirements.

        • This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in competitive service.

          Minimum Education Requirement:

          Engineering: Bachelor's degree (or higher) in engineering. The program must: lead to a degree in a school with at least one program accredited by ABET. Degree must be documented on a transcript.

          Specialized Experience:

          Serve as the Electrical Engineer at the journeyman level, responsible for the onsite electrical engineering, contract administration and quality assurance of work; (2) Review and approve contractor's construction schedules and quality control procedures; (3) Advise contractor on technical problems, and take timely corrective action on problems identified (4) Make controlling interpretations of plans and specifications and engineering determinations that methods and materials comply with contract specifications (5) Negotiates contract adjustments with contractor for change orders and prepares all records of negotiation recommending contract adjustments.

          • PCS expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.
          • This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or its possessions to operate vehicles.
          • This position may be eligible for situational telework.
