  • Position Overview/Duties:
    • Statement of Major Duties and Responsibilities: 

      The position is in Pittsburgh, Pennsylvania in the District Office, Operations Division, Management Support Branch. The incumbent will assist with accomplishing budget and financial analysis, manpower, and program management which may include the following tasks:
      • Reviewing budget data to analyze and monitor execution
      • Utilize CEFMS and other software packages for programmatic support
      • Interacts with other District divisions in regard to the O&M and REG budget execution
      • Communicate and apply guidance for customer support
      • Apply analytical tools to manage budgets

      Applicant Qualifications: All applicants must meet time-in-grade requirements for promotion to the applicable GS position (either a GS-11 or GS-12).

      Evaluation Criteria: Criteria used will include the applicant’s previous experience and dissertation on reasons for interest in the assignment. Your resume and statement of interest should address your skills, experience and/or ability to:
      •Apply education and/or experience in budget and program elements.
      •Knowledge and use of CEFMS and Microsoft Office software.
      •Demonstrate analytical skills and independent research
      •Adapt to changing requirements, challenging work environment, and coordination of PII.
      •Demonstrate ability to work with minimal supervision and coordinate with multiple project personnel.

      This opportunity is being announced through the USACE Voluntary Internal Opportunities Program (VIOP).       Minimum Education Requirement: None

       

      Minimum Experience Requirement:  All permanent General Schedule (GS) employees who meet the qualifications of the 0343 Program Analyst series, and meet time-in-grade requirements are eligible to apply (i.e. GS-09 with one (1) year of specialized experience to qualify at the GS-11 level, or GS-11 with one (1) year of specialized experience to qualify at the GS-12 level).

       

      Other Requirements:

      • All positions require the applicant to be a citizen of the United States.

      • This position has a Temporary Duty (TDY) or business travel requirement of 30% of the time.
      • You must be able to obtain and maintain a SECRET security clearance.
      • This position requires a mobility agreement upon entry.
      • The incumbent is required to file an OGE Form 450, Financial Disclosure Report upon entering on duty in this position and annually thereafter.
      • This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
      • Hiring incentives such as a recruitment/relocation bonus, service credit for leave, and student loan repayment may be authorized (subject to available budget).
      • Relocation (PCS) expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.
      • This position is eligible for situational telework.
