- Position Overview/Duties:
As an Electrical Engineer in Construction Division, furnishes technical advice and guidance to the Construction Division, Resident Engineers, Project Engineers and other organizational elements or the District regarding all phases or electrical construction. The incumbent is responsible for the identification and resolution of problems relating to the design and construction of high-voltage transmission and distribution systems; substations; diesel power generators; low-voltage distribution systems; industrial, commercial and domestic type lighting; heating, ventilation and air conditioning controls; motor controls and switchboards; nurse call systems; master clock systems; fire protection systems; ground detecting and cathodic protection systems; auxiliary power, uninterruptible power and other stand-by power systems.
1. Maintains surveillance of a variety of "office engineering" construction activities. Reviews and recommends approval/disapproval of material samples, shop drawings, catalog cuts, certificates, etc. submitted by construction contractors for all phases of electrical work to insure compliance with the plans and specifications. Monitors development of local industry for new products or improvement of existing products conforming to Korean Industrial Standards for comparison with applicable US standards and specifications and recommends usage of those items. Reviews and evaluates design drawings, design analysis and specifications prior to contract award to assure that design is adequate and sound as well as consistent with criteria established by higher authority and using agency. Considers functional requirements together with methods of application for economical design and weighs related problems such as mechanical, structural and civil design and layout to be integrated with proposed plans. Indicates revisions to be accomplished when submitted plans do not meet standards or where guidelines and criteria do not fulfill requirements. Maintains liaison with the Engineering Division regarding problems of design, adequacy of field tests, modifications and supplemental agreements. Determines changes necessary for the improvement of specifications, drawings, and field acceptance tests relating to the aspects of construction projects. Conducts research to keep informed of the latest developments, trends, and improvements in methods and techniques for all phases of construction. Is responsible for the review of design documents, and inspection, field supervision, and coordination of contract construction of classified and sensitive projects in a foreign country.
2. Inspects a variety of "field engineering" construction activities. Visits construction sites to evaluate all phases of electrical construction to insure technical accuracy for functional requirements, quality of materials, proper construction methods and furnishes engineering advice and guidance to project personnel. During inspections, observe other phases of construction for improper procedures, defective materials or workmanship, and other discrepancies. Evaluates Contractor Quality Control Program and Government Quality Assurance Program and insures compliance with Corps of Engineers Safety Standards. Writes reports in summary or detailed form and recommends corrections and/or improvement of recurring discrepancies and inequities in work methods or end results. Collaborates with Resident and/or Project Engineers during inspections. Discusses complex engineering problems with technical personnel and contractor to resolve questions pertaining to construction policy, programs, testing, and operating difficulties. Coordinates courses of action to obtain desired results, which requires immediate decisions for the field offices. In addition, the incumbent furnishes technical guidance and assistance to ensure the correct installation of automatic control systems for air conditioning, warm air furnaces, boilers, etc., prior to final inspection and acceptance. Formulates and performs test procedures when required to obtain and interpret test data for more technical and complex electrical systems for acceptance. Develops and conducts training sessions for Resident Engineers, Project Engineers and quality assurance personnel concerning construction methods and techniques, testing requirements, quality assurance procedures and technical aspects of contract requirements. Provides facility engineering, design and master planning input to Technical Managers, Project Managers, Section Chief, and customers on project scope, time, cost and quality issues to meet customer and/or partner expectations. Supports Project Manager as required on technical issues associated with project design.
3. Prepares correspondence, reports, fact sheets, MFR's summary sheets, messages, decision papers, and briefings. Represents and speaks for immediate supervisor at conferences when required, providing interpretation of regulations, policies, and practices in answer to technical questions as necessary.

Area of Consideration: This job opportunity at the Far East District (FED) location in Pyeongtake, South Korea, is open to current permanent U.S. Army Corps of Engineers (USACE) employees eligible for non-competitive reassignment at the GS-12 level. Eligible applicants must currently hold, or have previously held, a GS-12 position or higher, with the same responsibilities as described above in the "Position Overview/Duties" section. Change to lower grade/non-competitive reassignment candidates will also be considered for this opportunity.

This position is designated Emergency Essential (E-E) in support of mobilization and wartime missions. If designated E-E, employees will be required to remain in the overseas position in the event of hostilities or mobilization until relieved by proper authorities. E-E employees are required to undergo nuclear-biological and chemical training and to participate in readiness tests, mobilization, alerts, and field training exercises. Employees must pass a medical examination and receive the required immunizations for the overseas/deployed location.
You must complete and sign DD Form 2365, FEB 2000 (DoD Civilian Employee Overseas Emergency-Essential Position Agreement).
Incumbent may be required to obtain and maintain a Secret Security Clearance.
Incumbent may be required to travel in TDY status up to 25%.

- Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest.
- Overseas allowances may be authorized in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
