  • Position Overview/Duties:
    • This is an  internal announcement for a Civil Engineer, GS-0810-12, in the South Atlantic Division, Jacksonville District, Engineering Division, Waterways Branch.

      Position Title: Civil Engineer, GS-0810-12

      Who May Apply: This position is open to CURRENT, PERMANENT USACE EMPLOYEES ONLY. You must be a GS-11 or GS-12 to qualify.

      Duty Location: Jacksonville, FL.

      • Interested candidates should provide their resume in TARP, and be prepared to provide current SF-50 and first and second level supervisor endorsement upon request.
      • Current permanent USACE GS-12 will be considered for details at the same grade (up to 6 months) or reassignmentl.
      • Current permanent GS-11 will be considered for temporary promotions not to exceed 120 days.

      Duties:

      • Leads the preparation of designs, contract plans, technical specifications, quality control plans, design documentation reports, and quality estimates to support construction calculations for navigation channel dredging, harbor improvements, shore protection projects, ecosystem restoration projects, inlet sediment management and bypassing, offshore and upland sand borrow areas, dredge material management areas, marsh restoration, and coastal structures such as jetties, groins, breakwaters, revetments, and seawalls. Leads the engineering component for navigation and coastal feasibility studies as well as serving as lead for assigned Continuing Authorities Program projects.
      • Maintains fluency in design software packages, technologies used for the collection of survey data, development of design models, and creation of plans and specifications.
      • Manages budget, scope and schedule for all assigned projects. Works with Project Management and associated engineering branches to determine key project milestones for the development of the engineering project schedules. Assures timely completion and acceptable quality of work products. Assists Project Management in the development of project scopes and budget of assigned projects.
      • Develops construction contract plans and specifications, construction schedules, quantity estimates and other engineering work products for a variety of navigation, shore protection, flood control, and environmental restoration projects.
      • Utilizes AutoCAD and any other software adopted by USACE for the creation of plans and specification for all assigned projects. Using sound engineering judgment, develops digital project site design models used as the foundation for plans preparation, cost estimating and volume computations. Creates horizontal and vertical coordinate geometry alignments used for project baselines and construction stakeout.

      • Relocation incentive may be authorized. Before the payment of a Relocation Incentive, an employee must provide residence documentation and maintain a residence in the new geographic location for the duration of the service agreement.
      • This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
      • This position may be eligible for situational telework.
