      Anticipated Start Date: This assignment will begin on/about pay periods beginning in the 3rd Quarter of FY26.

      Overseas Duty Location: Europe District Headquarters located in Wiesbaden, Germany OR Europe District Headquarters located in McCully Barracks, Germany.

      The U.S. Army Corps of Engineers, Europe District’s headquarters is part of the U.S. Army Garrison Wiesbaden community, situated on the northern bank of Germany’s Rhine River and an ideal location for exploring the area’s mountains, beaches, festivals, ancient cities, shopping and amazing museums within the local area.

      This is a non-supervisory position supporting the District's vital mission.

      This position serves as a Senior Project Manager for the USACE Europe District, Special Programs Integration Office, planning and overseeing execution of design and construction projects during lifecycle phases of development, from feasibility planning and design to implementation or construction completion. Projects include Foreign Military Sales (FMS), Military Construction (MILCON), and Operation and Maintenance (O&M).

      PM roles are essential to our mission, supporting the Polish Provided Infrastructure (PPI) Program and other U.S. funded construction in Poland. Poland is the largest buyer of U.S. Defense goods and services in the world. The Europe District supports the delivery of engineering and construction services to the PPI program, the cornerstone of the Enhanced Defense Cooperation Agreement between the United States and Poland. The program is a multi-year, multi-billion-dollar initiative. PPI enables the expansion of U.S. military infrastructure on Polish soil, funded by the Polish government and built to U.S. standards. Strategically, the program strengthens NATO’s eastern flank by positioning Poland as a critical logistics and operational hub for U.S. and allied forces. This investment enhances interoperability, readiness, and rapid response capabilities across Europe, reinforcing collective defense and deterring potential aggression in the region.

      As a PM, you would oversee a diverse and high-impact portfolio of projects supporting U.S. and allied military operations. You’ll be responsible for multilateral coordination with stakeholders across the Department of Defense, NATO, and Polish partners, ensuring successful delivery of projects that directly support regional security and operational readiness.

      Duties include:

      - Establishing all aspects of life cycle project development to assure the execution of project planning, scope, design, construction, and direction of important FMS, MILCON and O&M projects.

      - Serving as the Life-Cycle Project Manager with sponsors/customers/stakeholders, reconciling concerns, assuring that all participating parties are informed of project progress, issues, and impacts.

      - Providing formal and informal status reports to district leadership, program managers, and stakeholders regarding the assigned project's progress, issues, and trends.

      - Reviewing and analyzing cost/budget reports to assure charges are authorized and appropriate.

      - Ensuring timely receipt of additional funds in support of changes.

      - Preparing a Project Management Plan to include a project-specific budget and expenditure schedule. Control project milestones and budgets from planning through construction and initial operations.

      - Performing other duties as assigned.

      - This position requires the incumbent be able to obtain and maintain a determination of eligibility for a SECRET security clearance or access for the duration of employment. A background investigation and credit check are required.

      This is an overseas position:

      - Overseas positions may have a tour limitation.

      - You may be required to complete and sign DD Form 2365.

      - Must be able to satisfy the requirements of the 26 JUL12 DODI 1400.25 V1230, DoD Civilian Personnel Management System: Employment in Foreign Areas and Employee Return Rights.

      - Must be able to obtain and maintain a valid state driver’s license and USAREUR driver's license.

      - Must be willing and able to obtain and maintain a valid US Tourist and Official passport for the duration of employment.
