      Position Title: Accountant GS-0510-11 (76505)

      Duty Location(s): Jacksonville. FL

      Duties:


      The primary purpose of this position is to provide accurate and timely financial information in one or more of the accounting
      functions such as Civil, Military, Revolving Fund or Systems Accounting. Reviews and analyzes accounts, evaluates accountant
      balances and provides guidance to operating officials. Projects fund requirements and makes recommendations to managers and
      higher authority for additional requirements. Advises program managers of cost effectiveness of current program. Provides
      accounting data and support to budget and program managers for preparation of budgetary and program data.

      Provides financial and accounting services at all levels of the district and field offices. Responsible for analysis and review of
      accounting data in the Corps of Engineers Financial Management System (CEFMS) to ensure accuracy and propriety of accounts.
      Interprets database input and output listings and resolves accounting system problems with system analysts and local programmers.
      Responsible for one or more of the following accounting functions: accounts receivable, accounts payable, Prompt Pay interest
      penalties, cancelling appropriations, supervision and administration, Review of Commitments, Obligations, and Customer Orders.
      Provide support for the following functions: cost share control record management, asset accounting, revolving fund management,
      CEFMS access control, labor and payroll management.

      Interprets accounting regulations and gives financial advice and recommendations based on law, regulations, policies and
      professional knowledge of accounting practices. Interprets accounting requirements and implements them in accordance with
      regulations and procedures. Possesses a thorough knowledge of the database tables and content. Assists technical elements in
      formatting special reports as needed or in writing specifications for local reports. Participates in and solves difficult financial
      management problems in the organization's programs.

      Analyzes and reviews accounting reports submitted to South Atlantic Division (SAD). Headquarters Army Corps of Engineers
      (USACE), U.S. Treasury, Army, Defense Finance and Accounting System (DFAS), General Accounting Office (GAO), and other
      agencies. Implements standard operating procedures to meet changes in reporting requirements. Coordinates with other accountants in the preparation of accounting data required by various organizations for their use in developing programming costs for current/future operations. Acts as liaison between technical elements and the finance and accounting office on such matters.

      Participates in the implementation of regulations, circulars, etc., necessary in the administrative control of funds. Assists in
      developing and providing training for all personnel delegated the authority to certify the availability of funds. Initiates and
      recommends procedures and policies to prevent waste, fraud and abuse of resources. Implements adequate internal controls in
      accordance with regulatory guidance. Conducts internal control reviews on cost accounts and general ledgers, funds availability and
      open documents.

      Certify funds upon validation of compliance with laws, regulations, and policies.

    • This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

      • This is a Financial Management Level 2 certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Publick Law 112-18, Subtitle F-Financial Management, section 1051, amending 10 United Stats Code, section 1599d. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
