POSITION OVERVIEW:
Works under the general supervision of the Chief, Cost Engineering Section in the Military Design Branch. The primary purpose of this position is to serve as a Lead Technical Cost Engineer at the Cost Engineering Section. The position entails a responsibility for planning, interpreting, coordinating, reviewing, mentoring less experienced cost engineers, and providing cost engineering technical guidance for all aspects of cost estimate preparation associated with design, construction, and operations and maintenance of civil systems for Civil Works programs, Military programs, Hazardous Toxic Remedial Waste and Support-for-Others projects. The engineer is recognized as one of the District’s senior technical/engineering representatives in the cost engineering area of responsibility.SUPERVISORY CONTROLS:
As the Subject Matter Expert and Technical Cost Engineer, the incumbent is responsible by delegation from the Section Chief for ensuring proper preparation of cost estimates, in collaboration with the team of cost engineers within the Cost Engineering Section. The incumbent is responsible for ensuring the most effective, efficient and economical achievement of cost engineering tasks to produce work products and services and meet program and production goals. The supervisor and incumbent, in consultation, determine scope of work, deadlines, cost estimating methodology, and resource requirements for projects. Completed work requires minimal supervisory review for technical adequacy and is evaluated solely for conformance with objectives, and soundness and feasibility of conclusions and recommendations, and conformance with policy.
MAJOR DUTIES:
1. Technical: The incumbent assists and mentors subordinates through knowledge and application of skills directly relating to cost engineering, including knowledge of the specific cost estimating products associated with all phases of the Corps’ Civil Works project development as well as Military programs, Interagency Services and HTRW project development, knowledge of cost engineering guidance and principles for single and multiple purpose Civil Works Water Resource projects for the District which include pumping plant, dredging, earthen dams, reservoirs, flood control structures, channels, levees, roadways, and overall site development. The incumbent serves as the Cost Engineering expert to the heavy construction cost engineering team by assisting in group facilitation, coordination, coaching, problem solving, interpersonal communication, integration of work processes and products, obtaining resources and liaison with the supervisor. The engineer is also accountable for outcomes and results, e.g., timely delivery of quality work products and services for the various projects and matrix organizations in the Cost Engineering Section. Assignments involve new designs, design modifications, and engineering evaluations, and are diverse in nature and cover a number of essentially different engineering problems. Provides guidance and assistance to cost engineers (in-house, other Corps Districts and AE) on the approach to technically complex cost engineering problems. Maintains working knowledge of all current technical standards and criteria used on Corps of Engineers projects.
2. Cost Engineering Software: Incumbent is the technical lead on all district cost engineering software and hardware used in the design process, and in the accomplishment of the cost engineering assignments. Cost Engineering software consists of MCASES, RACER, PACES, PC-COST and CEDEP software. The incumbent is responsible for maintaining and updating established cost engineering databases for district Civil Works, Military Construction, and HTRW projects. The incumbent is responsible for maintaining and updating the USACE Historical Cost Analysis database (HII). Serves as the Lead Cost Engineer on calculating risks associated with project costs, inclusive of leading the team on the Crystal Ball Cost Risk Analysis calculation.
3.Operational Responsibilities: Ensures that the Sections’ mission is communicated and integrated into Project Delivery Team’s (PDT) strategies, goals, objectives, work plans, products, and services. Makes adjustments to accommodate the workload in keeping with established priorities, ensuring timely completion of assigned team tasks. Establishes cost engineering objectives that are consistent with District goals and overall program execution. Determines and reports to the team progress made in meeting milestones and deadlines for project completion as well as other assignments and tasks. Participates in the planning of, and has knowledge, of the team’s goals and objectives. Responsible for articulating and communicating, to the supervisor and team, the project objectives, technical requirements, potential problems and issues, schedules, and milestones to accomplish overall District program execution. This includes cost engineering assignments, projects, and actionable events. Monitors, evaluates, and reports on PDT Cost Engineering needs, work progress, impacts to budgets and schedules, and quality of team products to ensure that supervisor instructions, priorities, methods, and standards have been met. This includes reviewing completed work to ensure the supervisor’s direction on priorities, methods, deadlines and quality have been met. Coaches the PDT in the selection and application of appropriate problem solving methods. Provides cost engineering advice on work methods, practices, and procedures. Serves as a coach, mentor, facilitator, and negotiator in coordinating team initiatives and in consensus-building activities among team members. Implements established internal controls that control expenses, reduce costs, prevent waste and abuse, and foster accountability within the workforce.
4. Performs other duties as assigned.

1. Incumbent must be a Certified Cost Engineer or Certified Cost Consultant through the DOD Tri-Service Cost Engineering Certification Board or be certified through the American Society of Professional Estimators.
2. Incumbent is required to obtain and maintain a valid, State-issued Motor Vehicle Driver's License.
3. The duties of this position require Travel up to approximately 25% of the time.
