  • Position Overview/Duties:
    • INTRODUCTION: This position serves as a Regional Technical Specialist (RTS) within the Inland Navigation Design Production Center; responsible for concrete materials engineer for analysis, design, rehabilitation and construction of a variety of complex concrete gravity dams, concrete lock walls, mass concrete structures, deep foundation drilled shafts, underwater (tremie) concrete, precast concrete, and a variety of other concrete utilized in structural and geotechnical applications. A seat location must be confirmed in a USACE office before a final offer is made. The ideal candidate would be willing to reside in Pittsburgh. However, candidates located near another District Office within LRD would be considered. Those locations include: Nashville, TN; Buffalo, NY; Detroit, MI; Chicago, IL; Huntington, WV and Louisville, KY.

      PERIOD OF ASSIGNMENT: PERMANENT

      DESCRIPTION OF ASSIGNMENT/DUTIES:

      • Serves as technical expert for analysis and design of structural concrete and mass concrete structures including concrete materials, mixture proportioning and placement methods and their effect on construction durability.
      • Analyzes techniques including finite element analysis to account for complex geometry and loading, thermal stresses induced by the environment and the heat of hydration of cement, nonlinear material behavior, and sequential or staged construction.
      • Design considerations include static and dynamic/seismic design and analysis, temperature studies, concrete testing requirements, foundation investigation and evaluation requirements, and construction and instrumentation requirements.
      • Reviews concrete material aspects of investigations, design analyses, plans, specifications, and construction material submittals for adequacy, feasibility, and quality.
      • Prepares contract documents, engineering reports, and evaluation of engineering materials.
      • Provides technical and administrative coordination for construction materials portions of projects conducted by Architect-Engineer firms.
      • Plans and coordinates materials sampling and testing programs for various sources and conducts specialized studies related to materials, such as cementitious materials and environmental effects on concrete.
      • Coordinates with various internal and external entities, approves concrete mix designs, reviews field material test results, and performs site visits for construction oversight.
      • Provides guidance to engineers (junior and senior) and other teammates in proper concrete material selection and application.

      Basic Requirement Minimum Education Requirement: Bachelor's degree (or higher) in engineering. The program must: lead to a degree in a school with at least one program accredited by ABET. Degree must be documented on a transcript.

      In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirement listed below:

      • Experience Requirement:
      • For GS-13: Specialized Experience: One year of specialized experience which includes: functioning as a technical specialist or senior engineer in the analysis, design, rehabilitation, and construction of complex concrete structures, such as large dams, navigation structures, and deep foundations, and reviewing and coordinating concrete material aspects of investigations, design analyses, plans, specifications, and construction submittals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12)
      • Some federal jobs allow you to substitute your education for the required experience to qualify. For this job at the GS-13 levels you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
      • CONDITIONS OF EMPLOYMENT:
        • One-year probationary period may be required
        • This position may require Temporary Duty (TDY) or business travel requirement up to or over 25% of the time.
        • Appointment may be subject to suitability or fitness determination, as determined by a completed background investigation. Position is designated as Non-Sensitive-No access security clearance.
        • This position requires a Professional Engineer (PE) License (License must be submitted with your application).
