    • This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

      We are currently searching for someone that wants to contribute to the future of the Wilmington District Environmental Resources Program across the state of North Carolina.

      You may be hired as either the GS-07 recent graduate (BS degree), GS-09 (MSTR degree) or higher, depending on years of specialized work experience, with promotion potential to the GS 12 or at the GS 12 full performance level.
      GS-07/09/11 assignments are less complex and intended to lead to the full performance of GS 12.

      Duties:
      Serves as a technical specialist with primary expertise in environmental compliance and environmental resources relative to the assessment of the environmental impacts of Civil Works, military, and Regulatory (permits) projects. Performs environmental analyses include assessing the impacts of proposed projects on the human environment, including, but not limited to (e.g., water quality, wetlands, fish, wildlife, vegetation, ecology, cultural resources, air quality, aesthetics, etc.) and developing appropriate mitigation measures. Typical projects include, but are not limited to, reservoirs, flood risk management projects, navigation channels and harbors, dredged material placement areas, power plants, coastal storm risk management projects, large marinas, or large scale land development. Environmental analyses are conducted to identify and understand the physical-chemical-biological interactive nature of the existing environment in order to predict all foreseeable alterations caused by Civil Works or Military projects or by issuing Department of the Army permits.

      • Contribute to the preparation of remediation designs methods for the organization.
      • Participate in review conferences as required by either design or review status.
      • Serve as an Environmental Professional for the organization.
      • Contribute to advising regulatory agencies on projects.
      • Contribute to solving remediation planning and design problems with soil and groundwater contaminants

      This position is a Permanent Full-Time position.

      Minimum Education Requirements

      General Natural Resources Management and Biological Sciences Series, 0401

      A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

      B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

      Note: An applicant who meets the basic requirements as specified in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise.

      A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

      -or-

      B. Combination of education and experience and education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

      In addition to the education requirements listed above to qualify for this position you must also meet the qualification requirements listed below:

      Minimum Experience Requirements

      GS-07: Recent graduate with a Biology or Physical Science degree with a GPA 3.0 or higher.

      GS-09: Recent graduate with a Masters' Degree in Biorogy or Physical Science.

      GS-11: One year of specialized experience at the GS-09 level which includes : Overseeing environmental designs, technical specifications and design analyses; provide advice to
      agencies on projects and operational problems involving soil, surface water, and ground water contaminants.

      GS-12: One year of specialized experience at the GS-11 level which includes : Leading and overseeing environmental designs, technical specifications and design analyses; advising agencies on projects and operational problems involving soil, surface water, and groundwater contaminants.

      Incumbent may be required to travel approximately 20% of the time.

      Relocation (PCS) expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.

      Must be able to obtain and maintain a valid state driver's license within 30 days of entrance duty date.
