    • Summary

      The USACE Europe District, Programs and Project Management Division, Environmental Branch, seeks a GS-12 Project Manager. The incumbent manages the efficient and effective coordination and accomplishment of the planning, scoping, development, design, construction, and direction of major projects with regard to natural resources.

      Duties

      Project Manager for natural resource projects (e.g., T&E species surveys, Integrated Natural Resource Management Plans, tree surveys, Integrated Training Area Management plans, erosion control and maintenance plans, planning studies, training area damage repair). Manages and coordinates all phases, integrating district, sponsor, and agency needs. Develops scopes, IGEs, negotiates AE/service/construction contracts, and provides budget input. Serves as COR, overseeing performance, counseling, payments, reporting, and evaluations in compliance with laws, regulations, and policy.

      Coordinates planning, design, cost estimating, construction, and environmental restoration for complex natural resource with diverse stakeholders, locations, and regulatory requirements. Manages INRMPs, T&E species surveys, tree surveys, ITAM projects, re-naturalization/remediation, toxic soil containment, and related efforts. Handles multi-party interests, statutory and procedural compliance, and concurrently coordinates smaller facility/feature projects alongside major efforts.

      Controls and manages project milestones and budgets from planning through completion. Allocates funds, monitors performance, and analyzes cost reports to correct unauthorized charges. Tracks progress, forecasts and resolves schedule, budget, manpower, and quality issues. Approves cost and schedule changes, manages contingencies, challenges/endorses products, reconciles sponsor concerns, and provides status reports on progress, issues, and trends to district leadership.

      Represents the District Commander as primary point of contact with sponsors/customers, agencies, Congress, external organizations, and higher authorities. Keeps sponsors informed of progress, issues, resolutions, and cost impacts. Ensures participation and cash commitments follow the management plan and policy, identifies and resolves sponsor issues early, and develops and leads negotiation of all required agreements (sponsor, Corps, Host Nation, others).

      Additional Information

      This is an Engineers and Scientists Career Field position.

      The initial length of this overseas tour is 36 months.

      Multiple positions may be filled from this announcement.

      Locality pay does not apply in the overseas area.

      • If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.

      • If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.

      Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.

      • Medical and dental care may be provided by host nation providers. The availability and level of care at host nation medical and dental facilities will vary by location.

      Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.

      Education Requirements

      Basic Requirement for Biologist:

      Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

      OR

      Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

      Basic Requirement for Ecologist:

      Degree: biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.

      Basic Requirement for Wildlife Biology:

      Nonresearch positions:

      Degree: biological science that included:

      At least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; and

      At least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (Excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.); and

      At least 9 semester hours in botany or the related plant sciences.

      OR

      Combination of education and experience: equivalent to a major in biological science (i.e., at least 30 semester hours), with at least 9 semester hours in wildlife subjects, 12 semester hours in zoology, and 9 semester hours in botany or related plant science, as shown in A above, plus appropriate experience or additional education.

      Research positions: Degree with major in wildlife biology, zoology, or botany that included at least 30 semester hours of course work in biological science and 15 semester hours in the physical, mathematical, and earth sciences. This course work must have included:

      At least 9 semester hours of training applicable to wildlife biology in such subjects as mammalogy, ornithology, animal ecology, wildlife management, principles of population dynamics, or related course work in the field of wildlife biology; and

      At least 12 semester hours in zoological subjects such as invertebrate zoology, vertebrate zoology, comparative anatomy of the vertebrates, embryology, animal physiology, entomology, herpetology, parasitology, and genetics; and

      At least 9 semester hours in the field of botany and related plant science; and

      At least 15 semester hours of training in any combination of two or more of the following: chemistry, physics, mathematics, statistics, soils, and/or geology.

      Basic Requirement for Environmental Engineering:

      A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

      OR

      B. Combination of education and experience — college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

      1. Professional registration or licensure — Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

      2. Written Test — Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

      Basic Requirement for Forestry Series:

      Degree: forestry; or a related subject-matter field that included a total of at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours of course work were in forestry. The curriculum must have been sufficiently diversified to include courses in each of the following areas:

      Management of Renewable Resources — study of the science and art of managing renewable resources to attain desired results. Examples of creditable courses in this area include silviculture, forest management operations, timber management, wild land fire science or fire management, utilization of forest resources, forest regulation, recreational land management, watershed management, and wildlife or range habitat management.

      Forest Biology — study of the classification, distribution, characteristics, and identification of forest vegetation, and the interrelationships of living organisms to the forest environment. Examples of creditable courses in this area include dendrology, forest ecology, silvics, forest genetics, wood structure and properties, forest soils, forest entomology, and forest pathology.

      Forest Resource Measurements and Inventory — sampling, inventory, measurement, and analysis techniques as applied to a variety of forest resources. Examples of creditable courses include forest biometrics, forest mensuration, forest valuation, statistical analysis of forest resource data, renewable natural resources inventories and analysis, and photogrammetry or remote sensing.

      OR

      Combination of education and experience: courses equivalent to a major in forestry, or at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours were in forestry. The requirements for diversification of the 24 semester hours in forestry are the same as shown above, plus appropriate experience or additional education.

      Basic Requirement for Environmental Protection Specialist:

      There are no Individual Occupational Requirements for this series.
