- Position Overview/Duties:
Area of Consideration: This is a job opportunity notice for a permanent position, open to current permanent U.S. Army Corps of Engineers (USACE) employees eligible for non-competitive reassignment at the GS-12 level. Eligible applicants must currently hold, or have previously held, a GS-0850-12 position or higher. Change to lower grade/non-competitive reassignment candidates will also be considered for this opportunity.
Summary of Responsibilities: Performs electrical engineering design and review work for Host Nation and US funded projects in support of Army, Navy, Air Force, Marines and other official agencies.
Specific Duties:
- Performs electrical engineering design and review work for both Host Nation and US funded projects.
- Requires a capability of adapting precedents and application of engineering theories and principles on projects ranging from conventional to complex scope including, but not limited to, communication facilities, family and bachelor quarters, dental clinics and hospitals, airfield, commissaries, warehouses, ammunition storage facilities, hangars, administration buildings, power plants, POL facilities, electrical and/or communication infrastructure, etc.
- Reviews electrical designs prepared by Architect-Engineers (A-E) to ensure design excellence and that user and funding requirements are met for projects.
- Prepares the engineering criteria and detailed as well general parameters for guidance in preparing contract plans and specifications.
- Checks designs for proper interpretation and application of building codes, established technical criteria, sound engineering principles, and standard practices.
- Responsible in serving other staff elements of the District and other agency staff elements as consultant and technical expert in electrical engineering problems involving planning, design, construction, and operations.
- Performs quality assurance reviews for overall soundness of electrical engineering in a variety of areas and system types such as power generation, power distribution, emergency/backup power source, lighting, lightning protection system, corrosion control, static and grounding systems, communications, etc.
- Applies advanced concepts, principles, and practices of electrical engineering to interpret and develop technical criteria.
- Prepares replies to architect-engineer firms, other Districts/Centers, or contractors/manufacturers regarding the electrical portions to set forth the basis for exceptions taken and revisions required in proposed electrical systems.
- Performs inspections and assessments of existing electrical system and develops memos and reports with recommendations for correction or improvement.
- Maintains awareness of current advances in electrical design and construction to recommend changes in programs, practices, methods
- Ensures that design drawings, design analysis, and specifications are accurate, and that conclusion and assumptions are sound.
Specialized Experience: A minimum of one year of specialized experience is required, which includes meeting ANY OF THE FOLLOWING: 1) Developing detailed electrical engineering reports, plans, and/or specifications for new construction, renovation, or rehabilitation projects for electrical equipment and features of complex construction projects; 2) Providing technical review of Architect/Engineer or in-house designs, specifications, and/or reports as related to electrical issues for technical adequacy and compliance with codes and regulations; 3) Preparing technical specifications, material estimates, technical reports, and/or portions of design memoranda for an engineering program.or design procedures.

• Requires 10% Temporary Duty (TDY).
• Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest.
• Overseas allowances may be authorized in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
• The initial length of this overseas tour is 24 months at Camp Foster, Okinawa.
• Relocation incentive may be authorized for eligible candidates based on funding availability.
• Student Loan Repayment/Advanced Leave Accrual/Separate Maintenance Allowance are not authorized.
