- Position Overview/Duties:
The St. Louis District, Executive Office is offering a 120-day development opportunity for a GS-1035-7/9/11, Public Affairs Specialist (in the form of a detail or temporary promotion depending upon the existing grade and qualifications of the selected candidate). This position may be filled at the GS-7,9, or 11 Permanent duty station is St. Louis, MO. This position will allow for situation telework only. This position is NOT eligible for full-time telework or remote work. The first temporary assignment will start in June 2026. Details as follows:

Typical Duties:
- Assures materials are suitable to the age and interest of the audience and meets time constraints and deadlines.
- Creates networked communications such as educational video and digital content as a matter of identifying topics such as monthly observances, personality features or training materials published and/or printed for workforce consumption.
- Produces content to be posted to any of the District's "social media" accounts.
- Supports Project Managers and SMEs in their internal and external communications.
- Provides video, photo, graphic design and editorial services for any level of command information
Competencies:
- Communication execution and strategy: Written, verbal, and presentation skills; experience crafting press releases and public-facing content; Ability to analyze complex issues, develop communication plans, and anticipate public perception.
- Digital and Social Media: Strategy and management for online platforms, including content creation, social media, and digital campaigns.
- Writing and editing: Exceptional written communication skills for producing high-quality materials such as press releases, speeches, briefings, and web content.
- Strategic visual communication: Ability to plan, design, and execute visual communication strategies that align with organizational goals and target specific audiences.
- Other Conditions and Requirements:
Minimum Qualifications:
Specialized experience GS-07: 1) Assist in gathering and organizing video, photographs, and/or graphics for internal newsletters, presentations, and social media content; 2) Assist in maintaining the internal intranet site by uploading content and/or supporting updates to ensure information was current and accessible; 3) Draft and/or edit basic news summaries and internal announcements for supervisor review and approval prior to dissemination. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled.
Superior Academic Achievement is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses;
OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.;

(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Specialized experience GS-09: 1) Produce brochures, flyers, and/or digital content to support internal campaigns, following branding rules and completing work by the deadline. 2) Collaborated with project managers and SMEs to develop and deliver multimedia materials (graphics, videos, written content) for internal audiences; and 3) Assist in developing public affairs plans by selecting messages, ways to communicate, and audiences. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Specialized Experience GS-11: 1) Developing and/or disseminating oral, written, and/or audio visual information to the public through mass media; 2) writing, editing, and/or designing various audio/visual products; and 3) writing news releases and/or feature articles for publication and layout in a newsletter/podcast/news release. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09)

Education: Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, (Note: You must attach a copy of your transcripts.)
OR
Combination education and specialized experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.)
Conditions of Employment:
- This position will allow for situational telework only. This position is NOT eligible for full-time telework.
- This position is required to work from the St. Louis District headquarters building in St. Louis, MO.
