    • Position Title: Deputy for Programs and Project Management, GS-0340-15

      Who May Apply: This position is open to CURRENT, PERMANENT USACE EMPLOYEES ONLY. You must be a GS-14 or GS-15 to qualify.

      Duty Location: Wilmington District, Wilmington, NC - salary and any travel will be funded by the Wilmington District.

      • Interested candidates should provide their resume in TARP, and be prepared to provide current SF-50 and first and second level supervisor endorsement upon request.
      • Current permanent USACE GS-15 will be considered for details at the same grade (up to 6 months) or reassignment.
      • Current permanent GS-14 will be considered for temporary promotions not to exceed 120 days.

      Duties:

      • Incumbent serves as the Deputy for Programs and Project Management and Chief of the Programs and Project Management Division (PPMD).
      • As the senior civilian, provides continuity of corporate leadership and interfaces with potential customers and non-federal sponsors, represents the district commander at meetings, briefings, conferences, hearings, etc. with officials of other Federal agencies, state, county, and local authorities, and the public on matters relating to district capabilities on proposed and approved projects. 
      • Works closely with the commander and other principal staff, providing continuity of corporate leadership in assessing district mission and work requirements and in developing corporate plans, goals, and objectives. 
      • Provides leadership in establishing and maintaining effective management processes and a work environment conductive to effective integration of technical functions of planning, engineering, construction, real estate, contracting, and resource management with programs and project management. 
      • Makes district commitments and speaks with the authority of the district commander in furnishing responses, solutions, and commitments to district capabilities. 
      • Serve as the responsible district spoke person between the district and project sponsors and customers.
      • As chief of the Programs and Project Management Division (PPMD), supervises a staff of program and project managers, administrative, and support team members.

This Program may only be utilized for non-competitive placements; to include voluntary reassignments, promotions not-to-exceed 120 days, voluntary changes to lower grade, details, and deployment opportunities. Employees interested in permanent or temporary promotions of longer than 120 days must apply through USAJOBS, or other approved merit procedures or hiring authorities. Temporary or term employees and Department of Army Fellows assigned to USACE will not be considered for positions or assignments through VIOP.

       

       

      Other Requirements:

      • PCS may be authorized.
      • Relocation incentive may be authorized. Before the payment of a Relocation Incentive, an employee must provide residence documentation and maintain a residence in the new geographic location for the duration of the service agreement.
      • This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
      • This position may be eligible for situational telework.
