This application will be used to fill a current USACE vacancy non-competitively, through one of two ways:

#1 - Any Announcement Type labeled as "Internal Opportunity" is through the USACE Voluntary Internal Opportunities Program (VIOP). Only current, permanent USACE employees with noncompetitive eligibility to be placed in this position (i.e. lateral reassignment) are eligible to apply. Temporary or term employees and Department of Army Fellows assigned to USACE will not be considered for positions or assignments through VIOP, except for Deployment Opportunities.


#2 - Announcement Type labeled as "Direct-Hire Authority (DHA)" is through Direct Hire Authority (DHA). DHA is an appointing (hiring) authority that is granted to the Department of Defense in order to expedite the recruitment process, allowing hiring managers to appoint qualified candidates without applying competitive rating or ranking procedures.

The Office of Personnel Management is authorized to rate applicants for Federal jobs under sections 1302, 3301, and 3304 of title 5 of the U.S. Code. Section 1104 of title 5 allows the Office of Personnel Management to authorize other Federal Agencies to rate applicants for Federal jobs. We need the information you put on this form to see how well your education and work skills qualify you for a Federal job.
