  • Position Overview/Duties:
    • This is a Direct Hire Authority (DHA) announcement for an Interdisciplinary (Area Engineers) in the South Atlantic Division, Savannah District, Construction Division.

      Position Title: Interdisciplinary (Area Engineer)

      Duty Location(s): Fort Bragg, NC.

      Duties & Responsibilities:

      Serves as the Area Engineer and Administrative Contracting Officer (ACO) responsible for administration and management of the construction programs under the jurisdiction of the Area Office. Applies full professional engineering knowledge together with practical knowledge of construction methods and techniques in accomplishing assignments. Directs the full range of field and office engineering functions, with overall responsibility for Area/Resident/Project Office management, contract administration, quality assurance, and budget monitoring. The Area Office typically consists of two or more Resident/Project Offices which may be geographically dispersed. Projects within the boundaries of the Area Office primarily support the Military Construction, Civil Works, Support For Others (SFO), and environmental programs managed by the District. Military construction projects involve projects that range from small renovations/repairs to large facility construction projects for the Army and Air Force such as major infrastructure projects, command and control facilities, cyber facilities, industrial and commercial buildings, recreational facilities, hospitals, tactical equipment maintenance facilities, ammunition maintenance facilities, airfields, hangars, etc. Civil works program consists of a wide variety of projects from dredge, stream bank protection to the construction of fully developed flood diversion and protection structures. Projects under the SFO program consist of new construction, renovation, and upgrade of facilities and systems. Projects vary in type and complexity, but can be characterized by their variety; the use of accelerated schedules; the need for new and specialized equipment, materials and methods; considerable site layout and foundation preparation problems, to include unforeseen site conditions and limited accessibility; and hazardous, toxic and radiological waste (HTRW) considerations (e.g., soil contamination, removal of underground storage tanks with unknown contents, asbestos removal with concurrent operations); and/or dealings and coordination with a variety of interested parties, e.g., customers, users, contractors, local government officials, state and local environmental agencies, private landowners, etc. Construction is performed under rigid completion schedules and requires strict adherence to safety standards.

    • This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

      Minimum Education Requirement:

      Engineering: Bachelor's degree (or higher) in engineering. The program must: lead to a degree in a school with at least one program accredited by ABET. Degree must be documented on a transcript.

      Architecture: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study or specific course requirements.

      Specialized Experience:

      (1) Plan work to be accomplished, set priorities and prepare schedules for completion of work;(2) make decisions on work problems presented by
      subordinate supervisors; (3) assign work to subordinate offices based on priorities, selective consideration of the difficulty and requirements of the assignments and the capabilities of employees; (6) review, evaluate and monitor actions of field supervisors exercising Administrative Contracting Officer authorities and subordinates exercising Authorized Representative of the Contracting Officer (COR) authorities.

      Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).

      Other Requirements:

      • The incumbent is required to file an OGE Form 450, Financial Disclosure Report upon entering on duty in this position and annually thereafter.
      • Professional Architect or Engineer: The duties of this position require the incumbent to possess and maintain license/registration as a Professional Architect or Engineer. This license/registration must be in good standing and issued by any one of the 50 states or its territories.
      • Hiring incentives such as a recruitment/relocation bonus, and service credit for leave may be authorized (subject to available budget). Before the payment of a Relocation Incentive, an employee must provide residence documentation and maintain a residence in the new geographic location for the duration of the service agreement.
      • PCS expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.
      • This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or its possessions to operate vehicles.
      • This position may be eligible for situational telework.
      • Field trips require use of hard hats, steel-toed boots, eye and/or ear protection, and involve using numerous special safety precautions; walking over rough and uneven surfaces; climbing and using man-lifts; stooping, bending, and climbing on roofs and elevated work areas; standing for long lengths of time; or entering high voltage areas or other contaminated areas.
