  • Position Overview/Duties:
    • This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

      About the Position

      Serves as a Senior Program Analyst in the Japan Engineer District (JED) and Chief, Program Analyst Section, Programs Management Branch (PPM), Programs and Project Management Division (PPMD) responsible for reviewing, analyzing and evaluating program trends and accomplishments and evaluating the effectiveness of current and projected programs. Applies a thorough understanding of complex legislative policy as it applies to military programs and provides advice and assistance to the PPMD staff and subordinate district office staff on complicated and detailed fiscal programs and the need for new, modified, or additional program policies and regulations or other guidance.

      Works as a Section Chief, supervising 5 to 8 U.S. and local national subordinate Program Analysts engaged in performing a variety of comprehensive administrative and support functions, including program analysis, financial management, and computer support for automated reporting systems designed to facilitate the work of the district in accordance with the Project Management Business Practices of JED. Coordinates with the POJ Resource Management Office (RM), the Project Controls Section (PPM-C) and other District Divisions and offices to comply with statutes and regulations governing POJ’s financial planning, programming, budgeting, and execution.

      Major Duties

      • Supervises and leads a team of U.S. and local national Program Analysts, assigning work, evaluating performance, and ensuring mission accomplishment.
      • Provides expert advice and guidance to leadership, program managers, and staff on program execution, financial management, and regulatory compliance.
      • Plans, develops, and manages operating budgets (initial, mid-year, and out-year), ensuring effective allocation and execution of resources.
      • Oversees funds control and financial execution using systems such as CEFMS; monitors obligations, expenditures, and overall budget performance.
      • Analyzes program performance, workload, and financial data to develop projections, identify trends, and recommend corrective actions.
      • Prepares and delivers executive-level briefings, reports, and analyses for Command Management Reviews (CMR), Program Management Reviews (PMR), and senior leadership.
      • Establishes and evaluates Departmental Overhead (DOH) rates and assesses the financial impact of changes in staffing, costs, and workload.
      • Reviews and evaluates project funding plans, Current Working Estimates (CWEs), and reprogramming actions to ensure alignment with mission requirements.
      • Identifies and implements process improvements and supports development of automated systems to enhance program management, reporting, and data analysis.
      • Leads or participates in special studies and initiatives (e.g., workforce planning, succession planning), recommending and implementing solutions to improve organizational effectiveness.

      • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
      • This position is designated as moderate risk involving Public Trust. Appointment to this position is subject to a background investigation including a credit check to determine suitability for Federal employment and/or the position.

      • Applicants must comply with the Exceptional Family Member Program requirements as outlined in the DoD Instruction 1315.19.
      • Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
      • Locality pay does not apply in overseas areas.
      • Relocation (PCS) expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.
      • Hiring incentives such as a recruitment/relocation, retention, service credit for leave, superior qualifications/advanced in-hire rate, and student loan repayment bonus may be authorized (subject to available budget).
      • Overseas allowances may be authorized in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250 (subject to available budget).
      • This position is eligible for situational telework only, including emergency and OPM prescribed “unscheduled telework”.

      Minimum Experience Requirements

      In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.       Specialized Experience:

      One year of specialized experience which includes: 1) Developing the fiscal year budget of a major program or department; 2) Ensuring that government obligations and payments are made to meet the requirements of the Prompt Payment Act; and 3) Utilizing financial management systems to process funding and budgetary work, including all commitments, obligations, and payments. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
