    • Special announcement for temporary developmental assignment in the Readiness and Contingency Operations Division for the Southwestern Division.

      POSITION: Security Officer, GS-0080-13

      APPLICABILITY: This assignment is a temporary reassignment NTE 120-days open to eligible GS-13s or a temporary promotion NTE 120 days open to GS-12s eligible for promotion.

      LOCATION OF ASSIGNMENT: Southwestern Division, Readiness and Contingency Operations Division, 1100 Commerce Street, Dallas, TX 75242; or current duty location in an approved and available USACE/Federal facility. This position is not eligible for remote work. Position is eligible for situational telework IAW USACE policy. Selectee is expected to report in person to assigned duty location 5 days/week.

      DESCRIPTION OF ASSIGNMENT/DUTIES:

      The incumbent serves as Security Chief and works under the direct supervision of the Deputy Regional Contingency Operations (RCO), Southwestern Division (SWD). Serves as the Command's Security Chief for the Southwestern Division and is a primary member of the Commander’s staff for all security, law enforcement and special investigations for command consisting of five Districts. Formulates plans and implements strategies in the areas of Physical, Personnel, Industrial, and Information Security. Incumbent is responsible for effective Security, Law Enforcement Reporting and provides direct oversight of the Division Antiterrorism/Force Protection Program. Develops budget for assigned programs. Responsible for all matters involving Foreign Disclosure, i.e. the control of foreign nationals to command elements and the release of information to foreign countries, private industry, and other components of the Federal Government, and various intelligence programs as applicable to the command and its subordinate elements. Acts as liaison for the command pertaining to security and intelligence oversight programs. Develops long-range plans and policies for enhancing the efficiency of various security programs and systems. Provides policy oversight, direction and assistance to a number of subordinate locations. Serves as staff advisor on all matters pertaining to assigned programs. Provides staff oversight and guidance to subordinate Districts, Task Forces and other subordinate organizations in the accomplishment of assigned programs. Serves as the Special Security Representative (SSR) for the Division, under the direction of the HQUSACE Special Security Officer, is responsible for the day-to-day management and implementation of the facilities’ SCI security program for subordinate SCIFs. Interprets and adapts these regulations to fit SWD's unique requirements. Supports Overseas operations during various emergency situations as the Commander’s principal representative for security, law enforcement and antiterrorism/force protection. Serves as a member of Emergency Operations Center and Crisis Management Team as required.

      1. Supervises and manages activities performed by assigned personnel. Plans work on a long-range basis; sets goals and objectives; establishes overall priorities and functional team responsibilities; resolves work and administrative problems; and evaluates the effectiveness of the functions.

      2. Responsible for overall planning, formulating and coordinating of physical security matters for SWD. Serves as the Anti-Terrorism (AT) officer for SWD. Serves as the commander's planner/advisor on AT matters.

      • Responsible for the management of a personnel security program within SWD. Coordinates with various subordinate elements and directorates to determine required security clearances and special accesses. Serves as the Special Security Representative (SSR) for the Division, under the direction of the HQUSACE Special Security Officer, is responsible for the day-to-day management and implementation of the facilities’ SCI security program for subordinate SCIFs.
      • Acts as the command's POC for all matters pertaining to the Division's OPSEC program. Directly responsible to the Commander, SWD, for the establishment, maintenance and oversight of the command's program for the proper classification, regarding review and declassification of classified defense information and material received and/or generated by USACE. Coordinates, as required, with various agencies to ensure that investigations are performed regarding reported or suspected security violations. Conducts annual onsite security management reviews of all subordinate elements to ensure compliance with DA Information Security Program.
      • Fully responsible for coordinating the preparation, implementation, testing and maintenance of all Division plans, policies, procedures, and technical engineering guidelines related to the assigned program.
      • Represents the SWD Commander at national and regional conferences and meetings involving any aspect of the SWD security program.
      • Performs other duties as assigned.

      PERIOD OF ASSIGNMENT: This development will start o/a 19 April 2026.

      APPLICANT QUALIFICATIONS: Nominees will be selected on the basis of the following qualifications.

      • Leadership/management/technical skills in Security.

      Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Applicant must be an eligible GS-12 or GS-13 or have formerly held a permanent GS-13 position in the competitive service and possess leadership/managerial skills in Security.

      Assessment of the candidate’s experience record will be performed by the Deputy Chief of Readiness & Operations Division, Southwestern Division (or an appointed panel) to ensure experience, knowledge; skills, training, and education are commensurate with the above duties and responsibilities. Interviews may be conducted.
