  • Position Overview/Duties:
    • This is an internal announcement for a Supervisory Contract Specialist, GS-1102-14, in the South Atlantic Division, Caribbean District, Contracting Division.

      Position Title: Supervisory Contract Specialist

      Who May Apply: This position is open to CURRENT, PERMANENT USACE EMPLOYEES ONLY. You must be a GS-14 to qualify.

      Open Period: 17 November-1 December 2025

      Duty Location: San Juan, Puerto Rico or Jacksonville, FL.

      • Interested candidates should provide their resume in the TMP and be prepared to provide current SF-50 upon request.
      • Current permanent USACE GS-14 will be considered for reassignment.

      The incumbent works under the general direction of the District Contracting Chief, who provides a general outline of overall objectives desired, and delegates broad authorities and responsibilities. Incumbent independently performs day-to-day supervisory and management functions and participates with supervisor in formulating and implementing long range plans and programs to ensure effectiveness and technical quality of the procurement program. Discusses major problems involving policy decisions with the supervisor but makes most day-to-day decisions independently. Overall performance is evaluated in terms of the Division's technical matters, compliance with established policies, and accomplishment of the overall procurement program objectives.

      Major Duties:

      As the Supervisory Contract Specialist (Branch Chief), you will:

      Lead & Supervise

      • Supervise subordinate Contracting Officers and Specialists at the GS-12 and GS-13 levels
      • Manage workforce planning, hiring, awards, performance, and career development
      • Oversee training, CP-14 requirements, warrant maintenance, and professional development

      Contracting Officer Authority

      • Serve as a Contracting Officer with the ability to hold an Unlimited Warrant
      • Approve acquisition strategies and complex contract actions
      • Lead negotiations, resolve protests/claims/disputes, and issue Contracting Officer Decisions

      Program & Policy Leadership

      • Guide District-wide acquisition planning
      • Develop internal policies, metrics, and performance standards
      • Oversee reviews (PMRs, PFRs, IG audits, SBA surveillance, etc.) and ensure corrective action
      • Represent the District with senior federal leaders, local officials, contractors, and industry groups

      Acquisition Oversight

      • Ensure proper use of contract types, incentives, competition strategies, and award methodologies
      • Review CO checks, PNMs, modifications, claims, OCIs, CPARS, and other key documents
      • Oversee closeout, training hours, VCE management, and internal controls

      • This position requires a Class IV Unlimited Warrant as prescribed by the Army Warranting Program.
      • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
      • PCS not authorized.
      • Relocation incentive may be authorized. Before the payment of a Relocation Incentive, an employee must provide residence documentation and maintain a residence in the new geographic location for the duration of the service agreement.
      • This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or its possessions to operate vehicles.
      • This position may be eligible for situational telework.
