  • Position Overview/Duties:
    • About the Position: Review Complex pre-award and post-award functions, including acquisition planning, price/cost analysis, negotiation, administration, coordinating and controlling the full range of contracting functions from receipt of the requirement through contract close out.

      Duties

      Review requests for the acquisition of process and program requirements.

      Analyze requirements with recommendations of revisions to the statement of work as necessary.

      Prepare recommendations and submit contract package, including all documentation, to Contracting Officer for signature.

      Negotiate various types of contracts including services, supplies, construction and architect engineer contracts on behalf of the organization.

      Perform cost or price analysis, including review of cost breakdown to determine price fair and reasonableness.

      Solicit and analyze proposals from prospective contractors on behalf of the organization.

      Conducts pre-proposal conferences, answers inquiries and amends solicitations as required.

      Analyzes proposals for conformance with the solicitation.

       

      Conditions of Employment

      Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

      This is a Defense Acquisition Workforce (AWF) position.

      May be required to hold a Contracting Officer’s warrant that will be issued by the Principal Assistant Responsible for Contracting (PARC).

      Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.

      Advanced Career Level Certification must be met within 4 years.

      Practitioner Career Level Certification must be met within 5 years.

      This opportunity is being announced through the USACE Voluntary Internal Opportunities Program (VIOP). Current, permanent USACE employees with noncompetitive eligibility to be placed in this position are eligible to apply. This Program may only be utilized for noncompetitive placements, to include voluntary reassignments and voluntary changes to lower grade.  Employees interested in permanent or temporary promotions longer than 120 days must apply through USAJOBS, or other approved merit procedures or hiring authorities. Temporary or term employees and Department of Army Fellows assigned to USACE will not be considered for positions or assignments through VIOP.

       

      Minimum Education Requirement:  Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

      Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000

       

      Minimum Experience Requirement: One year of Specialized Experience which includes preparation and/or review of pre-solicitation packages, performing acquisition action or quality assurance review and performing cost and price analysis. Have prior experience with Source Selection under FAR Part 15. Specifically, experience establishing new two-phase Design Build Indefinite Delivery Indefinite Quantity (IDIQ) contracts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 or above). 

       

      Other Requirements:

      • This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.
      • You must be able to obtain and maintain a SECRET security clearance.
      • This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
      • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position. Must be able to lift up to 50 lbs.
      • This position requires a mobility agreement upon entry.
      • The incumbent is required to file an OGE Form 450, Financial Disclosure Report upon entering on duty in this position and annually thereafter.
      • This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
