USACE Europe District’s Programs and Project Management Division is recruiting for a GS-13 Program Scheduler functioning as the Project Controls Office Lead Scheduler.
Overseas Duty Location: Europe District Headquarters located at McCully Barracks, Germany. The U.S. Army Corps of Engineers, Europe District’s headquarters is part of the U.S. Army Garrison Wiesbaden community, situated on the northern bank of Germany’s Rhine River and an ideal location for exploring the area’s mountains, beaches, festivals, ancient cities, shopping and amazing museums within the local area. Duties
• Manages Automated Information Systems for Europe District, applying project management principles to define scope, develop and implement plans, coordinate resources, maintain quality controls, and mitigate risks. Establishes scheduling policies, ensures correct methodologies, supports Program and Project Managers with resource leveling, scheduling, and "what if" scenario analysis, and participates in reviews and briefings.
• Assigns and balances scheduling workloads, communicates goals, trains District in scheduling and best practices, monitors progress and quality, represents the Project Controls Office in meetings, and drives continuous methods and process improvement.
• Serves as District PROMIS Point of Contact, manages permissions, database integrity, and methodologies for all projects and users. Resolves technical issues, implements updates, ensures compliance, coordinates with HQ, participates in conferences, and integrates new technologies and systems for enhanced productivity and reliability.

• Must sign an overseas rotation agreement to return from the foreign area in 5 years unless otherwise extended or exempt.
• A background investigation and credit check are required.
• Temporary Duty (TDY) or business travel may be required 20% or more of the time.
• This position requires the incumbent to obtain and maintain a Secret Security Clearance Level as a condition of employment.
• This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
Qualifications
Who May Apply: Current USACE permanent employees who have held a permanent GS-13 level position.
To qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic: religious: spiritual: community: student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience: if qualifying based on education, your transcripts will be required as part of your application.
Basic Requirements
Specialized Experience:One year of specialized experience, which demonstrates: (1) Comprehensive knowledge of Army Program and Project Management standards, policies, and network analysis system approaches; (2) Expert knowledge of structure and work processes involved in the Programs and Project Management Information System (P2) as it relates to other subsystems (e.g., Corps of Engineers Financial Management System (CEFMS), Resident Management System (RMS) and Oracle Financial Analyzer (OFA); AND (3) Expert knowledge demonstrating a mastery of qualitative and quantitative methods for assessing and improving effectiveness, efficiency, and productivity of the P2 system.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone—no substitution of education for experience is permitted.

• Direct deposit of pay is required.
• U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
• Locality pay does not apply in the overseas area.
• If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.
• If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.
• Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
• Medical and dental care may be provided by host nation providers. The availability and level of care at host nation medical and dental facilities will vary by location.
• Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
• Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
• For positions in a foreign country, that country's laws or international agreements may have a direct impact on the ability of an employee's same-sex spouse to accompany the employee and receive certain benefits.
