  • Position Overview/Duties:
    • This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.Applications must be submitted after 12:01 AM (ET) of the posted Job Posting Open Date and before 11:59 PM (ET) of the posted Job Posting Close Date to receive consideration.

      Serves as Natural Resources Program Manager with responsibility for providing continuous evaluation, program direction, and coordination of the natural resources management activities at water resource development projects The incumbent applies professional principles of wildlife management, land management, soil conservation, park planning, policy and administration, public use management, as well as other biological and social sciences. Initiates correspondence, directives, conferences, program consistency reviews, and benchmarking for all matters pertaining to assigned areas of responsibility.

    • Basic Requirement:

      Education:
      A bachelor’s or higher degree in biological sciences, agriculture, natural resource management, chemistry, or another related discipline appropriate to the position.

      OR

      Combination of Education and Experience
      Courses equivalent to a major in the above fields PLUS relevant experience and/or additional education that together equal a 4‑year degree.

      Specialized Experience:

      One year of specialized experience which includes: 1)Implement the planning, prioritization and oversight for a multipurpose water resources project and the associated Recreation, Natural Resources, Joint and Dam Safety programs to include associated program organizational initiatives; (2) Develop, execute and track budget requests and non-routine funding supporting Recreation, Environmental Stewardship and Joint business lines. (3) Maintain recreation areas to include operations of campgrounds, day use areas, user fee programs, and establishment of infrastructure repair priorities. (4) Manage and administer environmental stewardship programs to include shoreline use permits, out grants, timber management, boundary, encroachment resolution, and special status species. (5) Assist in providing contract management and oversight duties for contract actions too include O&M IDIQ, utilities, and stand-alone procurement actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

      Additional Requirements:

      Male applicants born after December 31, 1959, are required to register for Selective Service prior to appointment.

      A trial or probationary period may be required.

      Direct deposit of pay is required.

      A supervisory probationary period may be required.

      This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

      Hiring incentives such as a recruitment/relocation bonus, service credit for leave, and student loan repayment may be authorized (subject to available budget).

      Relocation (PCS) expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.

      This position is eligible for situational or regular and recurring telework.

      This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
