SUPERVISORY CONTROLS:
Works under the general supervision of the Operations Project Manager. Receives assignments in terms of overall program responsibility and is expected to function independently within the scope of assignments and to render technical decisions and take necessary actions required within the operating policy, regulatory limitations, and broad scope of delegated authority. Develops and implements policies and guidelines and is responsible for policy enforcement. Work is evaluated in terms of the caliber of engineering assistance provided, overall adequacy, and achievement of program objectives.MAJOR DUTIES:
Serves as Chief, Technical Support Section with senior engineering responsibility for all project facilities, including dam safety surveillance, instrumentation, emergency preparedness, and inspection activities at 14 high-hazard dam projects; technical support for multiple water control structures, 237 miles of BSNP structures and navigation channel, Missouri River Recovery project features, and associated buildings, grounds, roads and utilities. Provides inspections and emergency technical support on 26 levee systems extending over 500 miles within the Missouri River Project Office Area of Responsibility. Incumbent is responsible for planning, programming, evaluating and performing the engineering tasks necessary to prepare plans and specifications for small purchase, supply, and construction contracts and for coordinating, inspecting, administering, and managing such contracts.1. Supervises, plans, directs, organizes, assigns, coordinates, and reviews the work of subordinate GS employees engaged in design and review of engineering design documents, construction operations, contract administration, technical engineering, and administrative work, dam safety, and grounds maintenance activities. Schedules and approves leave of subordinates. Certifies time and attendance. Establishes performance requirements and makes formal performance appraisals. Counsels employees on problems encountered and addresses informal complaints through discussion with employees. Takes corrective action on performance problems. Reviews work performance of subordinate staff members that includes decision and recommendations made for technical and administration sufficiency and equipment operation and maintenance sufficiency. Responsible for applying pertinent guidelines of the District's Affirmative Action Plan and furthering equal employment opportunity. Ensures that position structure conforms to the objective of effective position management. Ensures that fairness prevails in making employee selections, assigning work, recognizing achievements, and rewarding performance, arranging training, and all other personnel management matters. Determines the type of organization and capabilities necessary to accomplish the varied operation, maintenance and construction by balancing a dynamically projected workload budget with actual work placement projections and needs.

Provides on-site surveillance of the integrity of the critical structural components of multiple high-hazard dams and directs the collection of technical data used to monitor movements or changes in structures or their foundations. Makes initial evaluation of monitoring data to determine if any critical conditions are indicated which require immediate remedial measures and/or immediate technical evaluation by other technical staff of Operations Division or further evaluation by the District's Engineering Division. Accompanies the HQUSACE, NWD and various District Offices as a part of periodic structural inspection and periodic assessment teams.

Conducts engineering investigations to determine the feasibility and validity of new projects, analyzing conditions and making appropriate recommendations concerning the estimated costs of proposed projects, materials to be used, availability of materials, current labor costs, method of accomplishment, and equipment costs. Provides a technical review of information, criteria and requirements for special project requests before submission to the District office. Prepares and reviews OMWR's. Develops and prepares plans and specifications for contract maintenance, repair, replacement, and additions to project facilities as required. Evaluates design, construction, and alteration of projects from the standpoint of the constructability and maintainability of facilities. Coordinates with District elements while construction is taking place. Directs inspections of all phases of the Project which fall in the normal responsibility of the Section and recommends actions to be taken by the Project Manager with respect to further work to be performed before the project can be operated and maintained. Develops plans for construction of additional improvements and development of facilities and other similar types of construction work. Reviews plans for location and construction of buildings and facilities proposed by others on government lands or on private land where the government holds flowage easements or performs maintenance through navigation servitude and recommends acceptance or rejection of such construction.
15%4. Provides Contract Administration and Construction Management associated with Project construction by contract. Reviews plans and specifications for adequacy, clarity and adaptability to site conditions and recommends action to eliminate deficiencies. Reviews contractors' shop drawings and submittals for clarity and conformance with requirements of plans and specifications. Analyzes engineering and cost data, prepares cost estimates, and recommends action on change order and other contract modifications. Provides for the negotiation of reasonable and acceptable costs incident to contract modifications. Provides for the negotiation of reasonable and acceptable costs incident to contract modifications. Maintains records of government costs in relation to contractors' earnings and estimates future contractor earnings for management and fund control uses. Maintains contract records and files, including "as built" and OPN drawings. Prepares technical correspondence incident to contract administration. Meets and conveys complex technical, regulatory, and policy criteria to high level officials of the Project, District, Army, U.S. Environmental Protection Agency, U.S. Fish & Wildlife Service, and State Agencies, as well as any other federal departments that the Project interacts with. Meets with various personnel from other divisions within the Omaha District Office as well as personnel from all other COE districts, divisions, and Headquarters that are assisted in the safety and environmental programs regarding policy and procedures; and issues of policy on matters cited above in order to facilitate operations and maintenance and maximize cost savings. Develops all contract documents for KO signature. Provides project management for a wide variety of projects from design to contract closeout. Provides program development and implementation for project safety, environmental compliance, dam safety, equipment acquisition and maintenance, project operation and maintenance.
15%5. Provides technical guidance and assistance in preparation and upgrading of the Project's Oil Spill and Containment Plan. Provides technical guidance in the use, storage and removal of hazardous toxic waste and other environmentally sensitive products, which includes lubricating oils, PCBs, asbestos, radon, and cleaning solvents. Provides technical guidance in the updating of project physical security plans and emergency management plans.
10%6. Assist the Operations Project Manager in establishing uniform operating procedures. Use Project Management (PM) tools such as FEM and processes to develop site and job specific schedules and successfully complete projects. Analyze operating reports and records prepared by the Technical Support staff to determine the efficiency and economy of technical programs and recommend action to be taken to effect improvement. Analyze the work in progress and machinery history records to locate potential and actual problems; make arrangements with subordinate employees and other project organizational elements for changes in plans, methods and procedures to resolve problems or prevent problems before they occur.
15%7. Oversees routine inspections of river structures and local flood protection projects turned over to sponsors or private owners under the Section 14, 205 and PL 99 programs. Provides technical assistance to local entities during natural disasters and emergencies such as flood fighting storms and other emergency operations under ER 500-1-1.
