  • Position Overview/Duties:
    • INTRODUCTION: Special announcement temporary assignment at the Headquarters, U.S. Army Corps of Engineers, Directorate of Civil Works.

      DESCRIPTION OF ASSIGNMENT/DUTIES: The incumbent serves as the program manager for the Remaining Items portfolio. The incumbent develops budget submittals for ASA(CW) and OMB, provides authoritative policy guidance, and manages funds. This position requires direct coordination with USACE divisions, Congress, and other federal agencies. The program manager advises senior leadership on complex policy, funding, and lifecycle management issues. Responsibilities also include:

      • Serves as the Primary POC for all Remaining Items programs at HQ from budget development and defense and then the execution of the funding.
      • Establishes and ensures compliance with all relevant policies, regulations, and statutes, including the development of the Civil Work Program Budget.
      • Manages overall portfolio execution, providing analyses and justifications to support budget development.
      • Develops written and oral materials for senior officials, prepares Congressional testimony, and analyzes the impact of legislation on Civil Works RI programs.
      • Oversees program execution by guiding subordinate commands, evaluating performance against key metrics, ensuring data quality in program databases, and implementing process improvements.
      • Provides training during Prospect courses as needed.
      • Manages RI portfolio communications and information across the enterprise including Program Development Guidance and Program Execution Guidance.

      APPLICANT QUALIFICATIONS: Nominees will be selected on the basis of the following qualifications:

      • Policy and Program Analysis: Proven experience analyzing complex policy, programmatic, and legislative issues to inform organizational responses and strategy.
      • Coordination and Project Management: Ability to manage, coordinate, and track multiple complex and time-sensitive tasks across a large organization, ensuring timely and high-quality responses.
      • Interpersonal and Training Skills: Strong interpersonal skills for effective collaboration with senior leaders and subject matter experts, with experience developing or delivering guidance and training to internal practitioners.
