      This is an internal announcement for an Interdisciplinary Design Manager, GS-08XX-11/12/13, position in the North Atlantic Division, Norfolk District, Engineering Division.

      Who May Apply: This position is only open to current permanent USACE employees with time-in-grade eligibility and within one of the following Occupational Series: 0801, 0807, 0808, 0810, 0830, or 0850 will be considered for permanent reassignment.

      Position Summary:

      If selected, you will serve as a staff level design manager responsible for managing the efficient and effective coordination and accomplishment of the planning, scope, design, construction, and direction of District MILCON, SRM and Civil Works projects. The incumbent is required to integrate sponsor/customer requirements and participation into a comprehensive management plan that is fully coordinated with all contributing agencies and organizations, including various functional elements within the district, establishing responsibilities and setting expectations; controlling and managing assigned project architect-engineer (A-E) contracts, budgets and schedule, assuring the District commitments to the customer are met; and serving as the district's primary point of contact for project manager and other external agencies on assigned projects.

      In addition, key areas of consideration include:

      * Broad technical background and experience in various engineering and/or scientific functions.

      * A strong management background with a full and in-depth understanding of the U.S. Army Corps of Engineers (USACE) procedures and authorization and appropriation processes.

      * Relevant experience performing duties in support of the technical function as required to support the MILCON, SRM, and Civil Works programs.

      * Ability to mentor and coach other lower-graded architects/engineers in the District.

      • This position may be eligible for situational telework.
      • Relocation (PCS) expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.
      • Relocation incentive may be authorized; before the payment of a Relocation Incentive, an employee must provide residence documentation and maintain a residence in the new geographic location for the duration of the service agreement.
      • Candidates will be selected at an appropriate level based on their experience and credentials.
      • Professional Engineer or Registered Architect certification at entry is required at the GS-13 level.
      • The duties of this position require the employee to obtain a Contracting Officer Representative certification within 60 days of appointment.
      • This position has Individual Occupational Requirements (IOR) for each series being considered; applicants must provide either a copy of their transcript showing completed degree or other documents supporting qualifications based on a combination of education and experience to demonstrate meeting the IOR.
      • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFRPart 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011
