      Position Duties:

      • Drives truck with 10-ton trailer attached to haul large and heavy loads. Responsible for correct hookup of trailer to truck, correct loading, unloading, lashing, and securing of cargo. Operates and performs basic operator maintenance on gasoline and various diesel trucks. Incumbent operates over the road and articulate dump trucks, and a tractor trailer combination with low boy trailer attached to haul; wide, oversize and heavy loads. Responsible for transporting material and heavy equipment such as a Caterpillar D6 dozer, Excavators equivalent to Caterpillar 329, Articulated dump trucks, on and off government property utilizing state highways, weigh stations, local roads, and State bridges in various types of weather and traffic restrictions. May occasionally haul material in Articulated or over the road Dump Trucks in the disposal area depending on the workload. Drives trucks to transport labor force, materials and equipment to and from various job sites.
      • Operates a tractor-trailer on light and heavily congested, urban roadway system and interstate highways. Driving assignments consist of short hauls (8-10 miles) within the in-State hauls and (20-40 miles) out of State with a gross vehicle weight of 80,000 pounds or more for the purpose of transporting heavy equipment. Employees drives vehicle based on specific trip assignments over the equivalent of four-lane highways. Some routes have no weight limits, with speeds often exceeding 55 MPH. Responsible for connecting and disconnecting the air brakes and electrical lines, and the proper loading sequence to make sure that the cargo is secured to prevent shifting or falling while in transit and minimize the possibility of vehicle swaying. Choices of routes are limited. Incumbent must know proper nomenclature and legal weight standards, in order to file for over the road permits.
      • Incumbent will transport fuel in a pickup truck, delivering heavy equipment in various disposal areas in a tri state area of 80 miles. Operators will have to maneuver fuel trucks safely within close tolerances over uneven ground, muddy, steep slopes, narrow or congested areas. Responsible to complete fuel forms, trip tickets and report incident or accident reports if necessary.
      • Incumbent will be responsible for maintaining paperwork and logging data for all vehicles into a computer base program. Trip tickets will be maintained during use of operation. It is the responsibility of operator to report all discrepancies of vehicles to be repaired, preventative maintenance needed, or daily checklist submitted. Incumbent is to adhere to all safety regulations during transport and convoy, ensuring communication, signal flags, signs, road flares and convoy plan is understood by all participants.

      Minimum Qualifications (Screen Out Element): Ability to do the work of a Motor Vehicle Operator without more than normal supervision including: Applying skill in utilizing dual braking system and backing into such places as loading docks; Making judgments in regard to how to arrange the cargo, the turning radius required, how to apply the brakes, and how to back the vehicle into narrow areas; Applying skill and knowledge in evaluating the condition and load limits of bridges, in scheduling weigh points, and in assessing traffic conditions and hazards locally and over long-distance routes in unfamiliar geographic areas; Knowledge on completing and submitting permits to the States where required by law. - Failure to meet this Screen Out Element will result in an ineligible rating.

      Physical Effort:

      Light physical effort is used in reaching, bending, turning, or moving hands, arms, feet, and legs to operate hand and foot controls. Moderate to heavy physical effort is required in the frequent handling of items in excess of 50 pounds, while loading and unloading cargo; making couplings between vehicle and towed equipment, safety chains and binders, and loading ramps.

      Working Conditions:

      Works outside and is occasionally exposed to bad weather conditions while loading and unloading vehicle. Drives in all types of weather conditions and is exposed to the possibility of accidents. Subject to cuts, bruises, and broken bones as a result of accidents while driving or when loading and unloading vehicles. Incumbent must follow safety procedures and use personal protective equipment such as gloves, safety boots, safety glasses, and ear protection

  • Other Conditions and Requirements:

      • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
      • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
      • Required to undergo and pass a background clearance.
      • Position will require occasional travel outside the Philadelphia District to assist other Districts or for training. This will also involve overnight stays.

      • Required to possess and maintain a Commercial Driver (CDL), Class “A” License within the first year of start date.
      • Incumbent must possess and maintain a valid state driver’s license.

      • Must be able to lift up to 50 lbs.
