  • Position Overview/Duties:
    • The work location can be either at Lower Monumental Lock and Dam in Kahlotus, WA or any USACE facility. If the work is performed at another Corps location, the first three weeks must be completed at Lower Monumental Dam, with travel conducted on TDY if the distance requires it.

      Under the supervision of the Administrative Officer, help to manage the budget for Lower Monumental Lock and Dam, part of the Walla Walla District. Utilize CEFMS, P2, P6, EDW, Excel, and several local reports. Four O&M budgets plus many small and large capital projects. Labor charge codes, contracts, fund transfers, funding requests, and other duties comprise the duty day.

      THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. Preference will be given to applicants who already hold a Financial Management Level 2 certification. A degree is not required.

      GS-09 Qualifications — Specialized Experience: One year of specialized experience which includes monitoring an annual operating budget using a financial management system, compiling budget data for use in financial reports, and reviewing available funds to compare against outstanding obligations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). (Example: At least one year working within the budget, programs, or project controls areas within USACE.)
