      Engineering and Construction Division; Design Branch; Geospatial Section

      The Walla Walla District US Army Corps of Engineers helps manage local water resources for navigation, flood damage reduction, disaster assistance, hydroelectric power generation, and other natural and heritage areas.

      DUTIES

      • Serve as the Geospatial Technician (Survey) for the Walla Walla District.

      • Perform Surveying and Mapping services.

      • Utilize Computer-Aided Design (CAD), Building Information Modeling (BIM), advanced modeling, and Geographic Information Systems (GIS).

      • Create contract specifications, Architect-Engineer (A-E) service contracts, contract drawings, scope of work, government estimates, negotiation of contracts, and field data collection and reduction.

      • Support large, multi-functional civil works projects during the planning, design, construction, and operation phases.

      • Surveying licensure and/or training is highly desirable and should be mentioned within resume if attained (e.g. Land Surveyor Intern (LSI), Land Surveyor in Training (LSIT), surveying related education or training, etc.)

  • Other Conditions and Requirements:
    • This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

      CONDITIONS OF EMPLOYMENT

      • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
      • This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
      • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
      • Will be required to lift and carry up to 50 pounds.
      • The work requires regular field work which involves physical exertion.
      • This position includes regular and recurring exposure to hazards and conditions at construction sites or large hydropower projects.

      QUALIFICATIONS

      In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

      EDUCATION

      Foreign Education:

      If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

      EXPERIENCE

      Minimum Experience Requirement:

      GS-07 Specialized Experience: One year of specialized experience which includes learning theories, principles, concepts, standards, and/or methods of fundamental surveying of field data collection. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-06). (Specific experience must be well documented in resume).

      GS-08 Specialized Experience: One year of specialized experience which includes experience applying theories, principles, concepts, standards, and/or methods of fundamental surveying of field data collection. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). (Specific experience must be well documented in resume).

      GS-09 Specialized Experience: One year of specialized experience which includes experience applying theories, principles, concepts, standards, and/or methods of fundamental surveying, including basic topography or Unmanned Aerial Surveying. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-08). (Specific experience must be well documented in resume).

      GS-10 Specialized Experience: One year of specialized experience which includes experience applying theories, principles, concepts, standards, and/or methods of surveying with an emphasis in topographic surveying or Unmanned Aerial Surveying. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). (Specific experience must be well documented in resume).

      GS-11 Specialized Experience: One year of specialized experience which includes experience applying theories, principles, concepts, standards, and/or methods of surveying as they relate to topographic, Unmanned Aerial Surveying techniques, and public land surveying (e.g.) not Colonial metes and bounds). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-10).       OTHER REQUIREMENTS:

      • Salary includes applicable locality pay or Local Market Supplement. Salary Range: $49,960 - $96,116
      • Management may select at any of the grade levels announced.
      • Non-competitive promotion potential to the target grade.
      • Must be able to lift and carry equipment which can weigh up to 50 lbs.
      • Hiring incentives such as a recruitment/relocation bonus, service credit for leave, and student loan repayment may be authorized (subject to available budget).
