    • Major duties:

      Serves as Program and Project Manager, responsible for the overall management, control, coordination and execution of assigned projects. As the Project Delivery Team (PDT) Leader, implements corporate decisions, guidance, laws, regulations, and policy in the development of a project and intermediate products or projects in support of a specific program. Negotiates and integrates all district functions (i.e., planning, design, cost engineering, construction, real estate, contracting, etc.), sponsor/customer needs and other agencies' commitments in support of assigned project into a comprehensive management plan. Within this plan, integrates Executive/Congressional schedules and criteria and establishes project scope and criteria, schedules and milestones, budgets, dependencies and responsibilities of the participating parties, assumptions and risks, contingencies, and performance measurement criteria. Responsible for obtaining and maintaining the district corporate commitment to the management plan. Participates in district programming decisions affecting long and short-range courses of action for assigned projects. Provides input to the district operating budget related to projects assigned.

      Coordinates the planning, design, cost engineering, construction, and environmental considerations, etc. for engineering projects of considerable scope and complexity as measured by their diversity, geographical area, management demands, technical intricacies, and public issues. Projects managed are complicated by multiple local sponsors/customers; major technical issues; conflicting interests of Federal government agencies, business and industry groups; a variety of statues and regulations; a high incidence requirement for special equipment, materials, design features; unique projects with special acquisition strategies, or close agency scrutiny because of size and economic implications and top-level approvals required. Typical construction projects include major training facilities, military housing, infrastructure projects, medical centers/hospitals, weapon facilities, and non-appropriated funded facilities. Environmental project assignments include removal of asbestos for other military commands/components.

      Controls and manages project milestones and budgets from planning through construction and initial operations. Allocates project funds to district elements, consistent with progress attained, and measures and monitors performance to assure commitments of all parties are being maintained. Reviews and analyzes cost reports to assure charges are authorized and appropriate; identifies unauthorized charges and assures corrective actions are taken for the ultimate disposition of inappropriate charges. Reviews project progress, measuring performance and taking necessary corrective actions to maintain agreed upon schedule and cost. Based on performance trends, forecasts schedule, budget, manpower, or quality problems and ensures proper resolution of issues raised. Reconciles sponsor/customer concerns, assuring that all participating parties are informed of project progress, issues and impacts. Reviews and approves, within authorities provided, project cost and schedule changes. Endorses all products produced in support of the project, and has the authority and responsibility to challenge those products. Manages project contingency funds to ensure efficient and effective utilization. Provide status reports on projects assigned (progress, issues and trends) to the district corporate leadership (Project Review Board).

      Represents the District Commander, serving as the district's primary point of contact for projects assigned with sponsor/customer, and other external organizations and higher authorities. Responsible for keeping the sponsor/customer fully informed of project progress, issues and their resolution, and any impacts on costs. Assures that sponsor/customer or other agencies participation in the project is in accordance with the agreed upon management plan, that sponsor/customer commitments including cash payments and in-kind services are being maintained, and that sponsor/customer fiscal status remains secure and in accordance with established policies. Assures early identification of sponsor/customer problems or issues and facilitates the resolution of identified problems or issues in the most appropriate manner. Responsible for the development of all required sponsor/customer and Corps of Engineers agreements, leading the negotiation of such agreements on the part of the Corps of Engineers.

      This job opportunity is open to CURRENT, PERMANENT U.S. Army Corps of Engineers (USACE) employees eligible for non-competitive reassignment. Eligible applicants must currently hold, or have previously held, a GS-13 position or higher with responsibilities comparable to those described in the Specific Duties section. CHAR will determine candidate qualifications. The position is in the Far East District (FED) located at USAG Humphreys, Pyeongtaek, South Korea.

      Direct Deposit of Pay is required.

      Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.

      A one-year trial/probationary period may be required if not previously completed.

      This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

      This position must be able to obtain and maintain a SECRET security clearance.

      This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

      This position is eligible for situational telework.

      Locality pay does not apply in overseas area.

      The initial length of overseas tour is 36 months.

      Overseas allowances may be authorized in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
