SUPERVISORY CONTROLS:
Works under the general administrative supervision of the Chief, Operations Division, Omaha District, U.S. Army Corps of Engineers (USACE). Incumbent receives assignments as broad objectives expressed in terms of long-range goals and overall program objectives. Assumes full technical and supervisory responsibility for accomplishment of assignments. Consults with Division Chief on matters of an unusual and controversial nature, or which require higher-echelon interpretation or formulation of policy. Technical decisions and recommendations are accepted as authoritative and serve as the basis for final action by the Division Chief. Work is evaluated by results achieved and for exercise of sound judgement in supervising and directing operations.
Overview
Manages for the Missouri River Project Office (MRPO), with responsibility for management and supervision of operation and maintenance activities along the reach of the Missouri River extending from Rulo, Nebraska to Sioux City, Iowa. The MRPO covers a large geographic area and includes 14 Dam Projects that protect the Omaha-Council Bluffs and Lincoln metropolitan areas, over 21,000 acres of mitigation lands spread over 38 individual sites, and 17 shallow water habitat projects. The MRPO directs construction, operation and maintenance of approximately 236 miles of the Missouri River Bank Stabilization and Navigation Project (BSNP); performs inspections on multiple Federal and non-Federal levees constructed on the Missouri River and its tributaries; monitors commercial river traffic; and coordinates navigation channel reconnaissance and surveillance.
MAJOR DUTIES:
1. Maintains close relationships with federal and state agencies, tribal, public and private organizations as well as the general public visiting the navigation channel and project lands.
Responsible for coordinating appropriate activities and issues with local, county, state and federal agencies; Fish & Wildlife/Natural Resource agencies, EPA, special interest groups, and the various media. Stays up-to-date on policies, regulations, interpretations, proposed legislation, new technologies, environmental and endangered species acts, HTRW compliance and other ongoing topics and issues that impact the Project and public perception of the Corps. Keeps interested/affected entities informed of upcoming changes, solicits input, initiates or participates in solutions to complex problems. Participates as a member of the Omaha District Operations Leadership Team and keeps Division Chief apprised of sensitive or controversial issues. Utilizes in-house expertise when available and contacts higher-level authority as needed. Special attention is given to interests concerned with tours by distinguished visitors or technical groups and safety on the project for both the public and project employees. 25%2. Navigation Business Line Manager: Performs a variety of assignments involving all aspects of management of the navigation program in the Omaha District including budget development and execution, planning and coordination of the routine navigation program including with the Missouri River Recovery Program and the district support offices, and coordination and communication with the Northwest Division (NWD) navigation program manager. Responsibilities include development, defense, and execution of the Operations and Maintenance (O&M) budget for the navigation business line and the Missouri River project; Programmatic management of the Missouri River damage repairs; regular meetings and communication with senior USACE leadership, commercial navigation users, special interest groups, private landowners, Congressmen and other stakeholders on a number of technically complex and politically sensitive issues. Serves as senior technical advisor and consultant to the District Commander and major division chiefs concerning the establishment of District policy for operations, maintenance for the BSNP. Represents the District Commander and Operations Division at meetings and conferences with representatives of state and federal agencies, local interest groups, and private citizens on matters pertaining to District policies regarding the operations, maintenance, and the environmental enhancement of the Missouri River. Recommendations and decisions rendered represent the organization's policy and are considered authoritative. Makes recommendations for the necessity for public hearings. Acts in a staff capacity at district hearings relative to navigation. 25%
3. Operations Manager: Utilizes a high degree of managerial ability and technical knowledge to plan, assign, direct, and review the work of subordinate supervisors, employees, and contractors.
Consults with supervisors and key staff members to develop improvements and solutions to problems, resolve operational and engineering issues, coordinate work efforts, improve overall efficiency, and ensure optimum and efficient mission accomplishment.
Supervises the operation and general maintenance of navigation channel and shallow water habitat structures, multiple dam projects, floating plants, and associated project buildings and grounds. Oversees stewardship and land management activities on government.
Inspects and coordinates major maintenance, overhaul, improvement, preventative maintenance, and emergency repair programs.
a) Supervises the Natural Resource program for the project. Consults with Natural Resource Branch Chief and other key staff on professional interpretations, decisions and concerns affecting the program. Responsible for the maintenance of numerous recreation/natural resource areas on project lands and shorelines, and management of associated resources. These may include visitor centers, parks, fish and wildlife habitats, grounds, picnic/boating/recreation areas, etc. Provides appropriate interpretive information, displays, trails, brochures, various printed materials, and other general information of use to the public. Assures safety procedures are in place to maximize the enjoyment of the public by providing a safe environment; special attention is given to any accidents occurring on the project involving the public. Coordinates out-granted management activities with Nebraska Game and Parks Commission, City of Omaha, City of Lincoln, Iowa Department of Natural Resources, and Papillion-Missouri River Natural Resource District. Under lease agreements, reviews and coordinates annual management plans, future development plans, and issues approvals and makes inspections of said plans and operations.
b) Supervises and directs the implementation of coordinated land management plans, operational controls, and procedures necessary for conservation and use of project resources, including such activities as wildlife habitat preservation and establishment, pollution abatement, insect and rodent control, soil erosion control and prevention, and the like. Serves as the coordinating office within Project boundaries for all natural resources management activities with local and state officials. Manages course of action for future planning. Handles complex encroachment issues within a developing urban area. Serves as principal USACE representative dealing with all local, state, and Federal agencies throughout the Project area, which includes counties, states and cities. Coordinates the overall stewardship of USACE lands and waters by balancing input from various single purpose agencies such as USFWS, State, Fish and Wildlife agencies, and others. Works directly with city officials and developers to assure project boundary is managed.
c) Evaluates and approves permits for activities associated with special events. Evaluates and makes recommendations on requests for new leases, licenses, and out-grants, assuring that out-grants provide acceptable stewardship of Project resources and are compatible with competing resources on multipurpose Project lands.
d) Establishes and supervises a continuing program of land and water patrols and inspections to prevent unauthorized use, trespass, or destruction of property, and to ensure visitor compliance with usage rules and regulations, including U.S. Title 36. Implements water safety, physical security, and fire protection programs. Identifies need for, and supervises placement of, safety devices and equipment. Assures the integrity of project boundaries by managing an aggressive encroachment program.
e) Implements and directs environmental and hazardous and toxic waste (HTW) compliance requirements. Administers the implementation of the Environmental Review Guide for Operations (ERGO) program which includes the budgeting and correction of ERGO Assessment deficiencies. Assures compliance with federal, state and local environmental laws and regulations. Administers pollution prevention and abatement programs. Assures employees have received the required and the proper HTW training.
f) Supervises field level determinations on engineering matters concerning improvements or additions to or near existing project facilities, including the preparation of technical requirements, contracts, and purchase orders for the project. Responsible for fiscal management to ensure maximum benefit of available funds. Manages the execution of planned actions and intervenes as required. On technical issues, works with subordinate professional staff members both on an individual basis and in various team configurations, as warranted by the situation. Supervises preparation of technical/annual reports, special reports, studies, the project budget, and support activities.

g) Plans, directs, and supervises construction activity throughout the geographic area of responsibility. Responsible for all contracting work assigned to the office. Manages construction service, supply, purchase order contracts, and directly conducts pre-construction meetings with the contractors. Responsible for quality assurance, safety, negotiation, modifications, schedules, payments, and compliance with the Department of Defense (DoD), Army, HQ, USACE, and District regulations. Participates in design review conferences, coordinates construction planning and scheduling and monitors construction progress to identify problems and take timely corrective action. Ensures that the contractor’s operations comply with applicable safety and labor laws and regulations. Directs review of plans for site location and construction of all buildings and facilities proposed on USACE land or flowage easements managed by USACE and recommends acceptance or rejection based upon construction features. Directs the development of scope of work, plans and specifications, and cost estimates for maintenance construction contracts.
h) Directs the field implementation of natural emergency missions within assigned boundaries, in accordance with the policies, responsibilities, duties, and function described in the Natural Disaster Regulation (ER 500-1-1). Participates in emergency preparedness drills and development of procedures on a national, regional, and local basis through the EMO, civil defense offices, and county and state governments. In the event of a dam emergency is responsible for prompt remedial action that is necessary and prudent to prevent dam failure and to minimize loss of life and property. Coordinates directly with local emergency management officials to assure that heightened security measures required since 9/11 are adhered to and communicated throughout the region. This requires having coordination meetings to assure a smooth reaction to any type of security threat at the Operating Projects.
i) Responsible for the dam safety program which includes the monitoring, surveillance and evaluation of the dam embankments and water control structures for modifications and redesign of various facilities to improve performance and correct deficiencies, etc. Develops systematic programs for all activities. Coordinates the performance of various investigations, tests, surveys, engineering studies, etc., requested by District and Division offices.
j) Coordinates and supports the Completed Works inspection program for central/eastern Nebraska, western Iowa, and Northwestern Missouri. Conducts Project investigations and provides technical assistance for local sponsors. Technical assistance consists of identifying deficiencies, recommending methods for correcting deficiencies, reviewing technical plans submitted by the sponsor and reviewing request is for engineering and financial assistance for Project repairs that are beyond the sponsors financial capabilities. 25%
4. Personnel Administration - Directs the work of the Missouri River Project Office through two subordinate supervisors and a lead, who provide supervision, oversight, and guidance to a diverse staff of approximately 20 employees in various professional, technical, administrative, and trades and crafts positions. Manages asset and maintenance management programs within the project office and Operations Division to ensure effect and efficient utilization of project assets. Outlines policy and overall program requirements and objectives, and coordinates and monitors the proper execution of assigned functions. Ensures accurate and appropriate development of performance standards and rating techniques developed by subordinate supervisors and ensures accurate assessment of employees. Ensures the adequacy of contractor-performed work. Makes decisions on work problems presented by subordinate supervisor/leaders; evaluates performance of subordinate supervisor/leaders and serves as the senior rater on evaluations of nonsupervisory employees. Identifies, recruits, and fills personal vacancies. Makes or approves selections of subordinate positions. Engages with employees to resolve group grievances or serious employee complaints; reviews and approves serious disciplinary actions involving nonsupervisory subordinates. Approves expenses comparable to within-in grade increases, extensive overtime, and employee travel. Recommends or approves awards or bonuses for employees. Conducts personnel administration by assigning work; Reviews personnel actions recommending promotion or reassignment of subordinate employees and supervisors; Establishes performance standards and makes formal appraisals of work performance; Reviews performance appraisals completed by subordinate supervisors Determines training needs for all levels of subordinate workers and supervisors. Manages the leave schedules of subordinates. Administers and promotes a variety of management programs such as safety, cost reduction, incentive awards, beneficial suggestion and quality assurance within policies and procedures established by higher headquarters. Applies position management policies that ensures maximum productivity and efficiency IAW ER 690-1-500, Position Management and Classification. Periodically reviews position descriptions of subordinates for accuracy and validity. Supports District's Equal Employment Opportunity and all fair labor policies and programs.
