  • Position Overview/Duties:
    • 1. Responsible for performing a full complement of budget functions and duties associated with the formulation and execution phases of the 500 plus million-dollar total budget.

      2. Is an integral team member in compiling/formulating the Regional Operating Budget and setting regional overhead rates.

      3. Monitors and processes monthly transactions prior to the end-of-month cutoff to ensure there are no showstoppers to prevent end-of-month financial processing in CEFMS.

      4. Assists District budget and program analysts with their District funding transactions, including loading, monitoring, and returning/revoking direct and reimbursable funding as assigned by the Budget Officer.

      5. Maintains liaison with and monitors reimbursable work requested by or performed for other government agencies.

  • Other Conditions and Requirements:
      • This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in competitive service.
      • Minimum Experience Requirements:
      • In order to qualify for the GS-12 level, you must meet the Specialized Experience requirement below:
      • Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service, which includes 2 of the following: 1) Analyzing budgetary changing needs to make recommendations for courses of action; OR 2) Performing reviews of budget data to evaluate actual performance against established management objectives; OR 3) Formulating an operating budget to cover total operating costs.

      • CONDITIONS OF EMPLOYMENT:
      • This position requires the following training/certifications prior to employment or within a specified period of time after appointment; FMC02-Financial Management Certification Level II within two (2) years of entry on duty. Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81,Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
      • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFRPart 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.

      • In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level: 1) Foundational qualification requirements within 9months, 2) Resident qualification requirements within 12 months, 3) 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap).

      • This position is designated Tier 3, Non-Critical Sensitive, Moderate Risk and requires the incumbent to obtain and maintain a Secret Security Clearance Level as a condition of employment.

      • This is a drug testing designated position (TDP) under the Department of the Army Drug-Free Federal Workplace Program in accordance with AR 600-85. Signing of a DA Form 5019(Condition of Employment for Certain Civilian Positions Identified as Critical under the Department of the Army Drug-Free Federal Workplace Program) acknowledging periodic random drug testing requirements is mandatory prior to being placed into this position. Those individuals not currently occupying a TDP position must successfully complete a pre-appointment drug test prior to being placed into this position and periodically thereafter.
