INTRODUCTION: The U.S. Army Corps of Engineers Los Angeles District (USACE) is seeking a motivated, experienced leader to serve as a Construction Control Representative.
DESCRIPTION OF ASSIGNMENT/DUTIES:
Serves as a senior Construction Control Representative.
Work includes inspection and construction management supporting field and office engineering. Supports one or more of the following program areas: Civil Works, Military, HTRW, Environmental, and Interagency- International Support, and/or emergency or disaster operations support. Projects may include new facilities, major renovations, upgrades, maintenance, and environmental remedial activities, vary in type and size, involve multiple customers, and frequently characterized as highly technical and complex. Assignments may occur at remote or geographically dispersed sites. Provides training and oversight for lower graded employees assigned day-to-day responsibilities on projects. The work requires extensive experience and comprehensive knowledge and skills for a wide range of engineering and construction concepts, practices, regulations, policies, and precedents; knowledge of government contracting processes; analytical and diagnostic skills; communication and leadership skills; and ability to work effectively without direct supervision and under stressful situations. Assignments typically involve full responsibility for the management and/or surveillance of assigned construction projects. Projects may be at a major military installation, a major civil works construction project, several projects local to the assigned office, or projects spread over a wide geographical area.
1. Performs a range of tasks supporting field and office engineering for assigned projects.
Representative tasks:
- Performs Biddability, Constructibility, Operability, and/or Environmental (BCO/BCOE) reviews of plans and specifications (P&S). Participates in pre-bid and pre-construction conferences informing contractor of requirements on construction scheduling, reporting, safety measures, and labor issues. Conducts site visits. Determines whether items in P&S are clear and materials satisfactory, construction practicability, whether physical obstructions or other construction difficulties have been anticipated, whether the project will be completely functional/operable, and sustainable engineering (SE) criteria.
- Reviews contractor's proposed work schedules for logic, adequacy, and feasibility and determines if schedules will be met. Participates in contractor’s preparatory and initial meetings for each phase of construction. Observes and investigates construction at all stages. Identifies and corrects problems. Exercises onsite authority to make controlling decisions on such items as plans and specifications, methods used by contractor, compliance with labor, health, and safety laws, and adequacy and accuracy of contractor’s records. Settles disputes and agreements with contractor while on-site. Determines the need for major changes and makes recommendations to appropriate Resident Engineering manager.
- Monitors contractor’s quality assurance and quality control (QA/QC) systems. Recommends adjustments and changes and works closely with the contractor to develop an effective system. Inspects and resolves questions on workmanship, equipment, and materials. Approves or rejects work and deviations or substitution of materials and equipment. Recommends or develops supporting data and sketches for change orders to designs, specifications, and schedules to accommodate site conditions. Coordinates changes to SE designs and features. Supervises inspections, sampling, testing, and laboratory operations. Ensures verification of independent testing. Witnesses tests of completed systems. Ensures contractor is in compliance with HTRW and environmental laws and regulations. Monitors disposal sites as well as water and air quality levels.
- Maintains and monitors daily construction logs, reports, and records and network analysis systems. Reviews daily logs and reports reflecting construction progress, quantities of materials or other pay items placed, equipment breakdowns, labor shortages, weather conditions, reasons for delays, instructions given to contractor, and any unusual circumstances encountered. Reviews contractor’s daily reports for completeness and accuracy. Ensures contractor corrects errors and addresses corrected items in daily QC reports.
- Gathers field data to negotiate contract modifications and claims. Reviews proposals and provides background to negotiate changes based upon past experience, feasibility, and site conditions. Computes quantities of completed work and materials for pay estimate purposes. Reviews contractor pay requests for accuracy. Reviews contractors' requests for equitable adjustment, claims, pay estimates, shop drawings, and other submittals. Checks and verifies progress measurement data and reports of materials and equipment used against information shown in daily log and field inspection reports. Prepares or assists preparing government pay estimates for contractor work. Maintains data to ensure payment estimates are within prescribed limits. Upon approval, negotiates with contractors' representatives and assists with cost negotiations. Provides data to answer contractor claims.
- Coordinates construction operations with contractors, customers, sponsors, and using agency representative, utility companies, local businesses, public organizations, and private individuals to keep parties informed of construction status and discuss and resolve concerns and problems created by construction operations. Prepares QA review list on final inspections of completed contracts. Provides technical verification for transfer documents. Reviews as-built drawings and ensures changes are accurately noted. Receives, reviews, and works to resolve warranty problems on completed projects.
- Conducts quality assurance (QA) monitoring reviews in accordance with Memorandum of Agreements (MOA) for other agencies and customers. Conducts physical inspections, contract administrative reviews, and P&S reviews as a QA check on work performed by contractors. Prepares reports on findings for review by the agency coordinator for the MOA.
- Organizes work of lower graded technicians, inspectors, and engineers at job sites.
- As required, participates in emergency and disaster operations. Assists in assessing damages or work requirements, drafting P&S, monitoring contractor work, and similar construction inspection and management tasks. May be required to make independent, on-the-spot technical decisions.
2. Data and correspondence. Compiles data and prepares a variety of correspondence, reports, and documents throughout the contract and construction period. Prepares replies to internal and external customers on construction status, safety matters, to resolve differences of opinion over P&S, or provide technical data on construction costs, methods, and materials to higher HQs.
3. Safety. Attends safety meetings conducted by the Resident Engineer and/or contractor's representatives. As required, personally conducts safety meetings. Reviews, observes and enforces labor and safety regulations and strict adherence to contract provisions. Observes and advises contractor of hazardous conditions, unsafe practices, points out deficiencies, ensures corrective action is taken; issues on-site stop work order when corrective action is not taken. Prepares reports of accidents.
4. Performs other duties as assigned.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.
Minimum Education Requirement: N/A
Minimum Experience Requirement: One year of specialized experience which includes1) reading and interpreting vertical/ horizontal building construction plans and specifications, submittals, and shop drawings AND 2) general construction contract administration. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-9).
