  • Position Overview/Duties:
    • Summary of Duties:

      1. Serves as Chief and Resource Manager of the Hydrology Section, responsible for the management and supervision of a professional staff providing highly complex hydrology, meteorology, climate, water quality, reservoir operation, and floodplain work. Section tasks entail such things as: (a) the determination of standard project, maximum probable, and other floods for design of reservoirs, channels, and drainage structures; (b) analysis of storms to determine standard project and maximum probable conditions; (c) statistical analysis to determine frequency of flood occurrence; (d) preparation of water supply and flow depletion studies; (e) collection and compilation of historical data published and computed on precipitation, temperatures, and snow run-off for planning purposes; (f) preparation of reservoir regulation manuals; (g) preparation of hydrology and hydraulic appendices and texts for planning and special reports; (h) continuous studies to improve precipitation run-off relationships; (i) development of reservoir operation criteria for flood control, permissible releases, navigation, and water conservation; (j) studies to improve forecast methods and techniques for regulation purposes (k) special investigations such as flow routing and system-wide forecasting; (l) reviewing Federal Energy Regulatory Commission (FERC) license applications for impact to flood control at non-Corps projects within the District; and (n) floodplain analyses and related functions.
      2. Provides technical expertise and advice to the Chief, Engineering Division and the Chief, Hydrology, Hydraulics and Coastal Engineering Branch, on extremely complex hydrology, water quality and floodplain issues. Provides advisory and consulting services to other District and Division technical personnel. Participates in District staff conferences and similar conferences in higher echelons of other governmental agencies in connection with hydrologic/hydraulic study and design matters, solutions of problems, and supporting and justifying decisions and recommendations. Ensures adequate guidance, support, and mentoring of subordinate staff on technical matters, such as codes and criteria compliance, selection of design solutions, safety, and costs of end products. Monitors effectiveness of quality control and quality assurance measures. Provides technical oversight of Architect and Engineer (A-E) firms and professional service contracts which are used to perform hydrologic, water quality, and floodplain studies. Reviews contractor products to ensure conformance with objectives, approved standards, special directives, and existing laws and regulations. Leads or participates in a wide range of Engineering Division, Seattle District and Corps-wide assignments to support the US Army, Corps of Engineers (USACE) vision and goals, including process development and improvements, quality initiatives, marketing, organizational effectiveness studies, and implementation.
