This is a Direct Hire Authority (DHA) announcement for an Interdisciplinary (Master Planner) in the South Atlantic Division, Savannah District, Engineering Division.

Position Title: Interdisciplinary (Master Planner)

Duties and Responsibilities:

Serves as a professional master planner and technical specialist responsible for providing expertise in master planning, civil site planning, and cost engineering activities in support of military installations and related programs.

Master Planning:

• Serves as a Project Team Leader and/or team member for multidisciplinary teams supporting master planning initiatives within and outside the District’s Area of Responsibility.
• Supports Military Construction, Army (MCA) programming, Sustainment, Restoration, and Modernization (SRM) programming, DD Form 1391 development, facility requirements analyses, space utilization studies, facility condition assessments, Real Property Master Plans, Installation Design Guides (IDGs), Area Development Plans (ADPs), utility studies, energy studies, detailed site planning, and Geographic Information Systems (GIS) mapping.
• Provides technical expertise in the preparation and development of planning studies, planning charrettes, site plans, design guides, reports, and related planning products.
• Develops and utilizes visual media, including sketches, renderings, photography, brochures, and presentation materials to support planning initiatives and stakeholder engagement.
• Researches project criteria, gathers and analyzes required data, resolves technical issues, and prepares reports and correspondence necessary to support planning activities.
• Administers Architect-Engineer (A-E) contracts related to master planning services, including preparation of scopes of work, independent government estimates, participation in contract negotiations, and technical evaluations.
• Reviews A-E prepared master planning documents for compliance with project scope, applicable criteria, and customer requirements.
• Provides technical coordination with other engineering disciplines to ensure integrated and compliant planning solutions.

Civil Site Planning:

• Serves as a site planning specialist in the development of all phases of master planning activities, including evaluation of existing facilities, analysis of future requirements, and preparation of future land use plans and supporting analytical documentation.
• Develops site planning and design solutions for military installations, including roadway geometry, parking facilities, paving, grading, storm drainage systems, utilities, landscaping, and overall site development.
• Provides technical consultation for military construction site development projects.
• Prepares site development plans, grading and drainage plans, cost estimates, and Low Impact Development (LID) documentation.
• Reviews A-E concept designs related to site layout, landscaping, and supporting infrastructure for adequacy, cost effectiveness, compliance with established criteria, and conformance with user requirements.

Cost Engineering:

• Performs cost engineering and preliminary cost estimating for projects during advance planning stages prior to full scope development and design completion.
• Conducts research and analysis to identify factors affecting project costs and feasibility.
• Utilizes parametric cost estimating methods and historical data to develop estimates and evaluate project alternatives.
• Prepares comparative cost analysis for multiple project options to support selection of preferred alternatives.
• Reviews cost estimates prepared by in-house staff, Architect-Engineer firms, and other agencies for accuracy and completeness.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

Minimum Education Requirement:

Engineering: Bachelor's degree (or higher) in engineering. The program must: lead to a degree in a school with at least one program accredited by ABET. Degree must be documented on a transcript.

Architecture, Landscape Architecture, and Community Planning: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study or specific course requirements.

Specialized Experience:

GS-11:

One year of specialized experience equivalent to the GS-09 grade level performing journeyman-level work in master planning, site planning, or cost engineering for military or comparable facilities. Experience may include: participating in development of master planning documents such as facility requirements analyses, installation design guides, or area development plans; applying professional planning, architectural, or engineering principles to resolve conventional problems using established guidelines and precedents; preparing preliminary designs, cost estimates, or technical reports under general guidance; and coordinating with multidisciplinary teams to support planning initiatives.

GS-12:

One year of specialized experience equivalent to the GS-11 grade level serving as a technical specialist or project team leader for master planning activities supporting military installations. Experience may include: independently leading or executing master planning, architectural or civil engineering projects including Real Property Master Plans, Installation Design Guides, DD Form 1391 development, or facility programming; adapting or developing guidelines for unique or first-of-a-kind projects where existing guidance is inadequate; administering Architect-Engineer contracts including preparing scopes of work, government estimates, and technical evaluations; and resolving technical conflicts with contractors, installation engineers, or other stakeholders requiring professional judgment and persuasion.
