  • Position Overview/Duties:
    • Provides OSW one door to the Corps and keeps OSW senior leaders informed on available USACE capabilities. Within OSW, serves as Senior Policy Advisor for USACE support to Defense Support to Civil Authorities (DSCA). Represents USACE International and Interagency Services and Contingency Operations portfolios at the policy level considering strategic priorities. Advises the OSW staff on USACE policies, plans, and procedures. Develops productive relationships with counterparts across the Department and Interagency. Integrates USACE enterprise knowledge to provide actionable recommendations to OSW senior leaders that reflect USACE priorities. Alerts USACE leadership on emerging OSW requirements. Prepares responses regarding USACE activities to inquiries from the White House; Congress; the interagency; the Secretary of War ; Chairman, Joint Chiefs of Staff; and the Military Departments. Work is evaluated in terms of accomplishments of USACE goals and objectives related to integration of USACE and OSW.

      POSITION: USACE Strategic Advisor to the Office of the Secretary War. Duty location is Alexandria, VA (Pentagon).

      DESCRIPTION OF ASSIGNMENT/DUTIES: USACE Strategic Advisor to the Office of the Secretary War is accountable to the Deputy Commanding General with coordination through both, the Deputy Commanding for Civil Works and Emergency Operations and the Deputy Commanding General for Military and International Operations; through the Chief of Staff and the USACE G3 for overall development, direction, management and execution of USACE’s engagement with the OSW. Assigned to the G3, HQ USACE and is embedded in OSW, residing in the office of the Assistant Secretary of War for Homeland Defense and Global Security (OASW-(HD&GS)).

      • Policy and Plans Policy Development. Oversees and directly influences the development and execution of policies, plans, and procedures for the provision of USACE Support to Defense Support of Civil Authority (DSCA), in response to disasters, emergencies, and special events.
      • Policy and Plans Policy Development. Oversees and directly influences, as appropriate, the development and execution of policies, plans, and procedures which provide military support and response to disasters and special events.
      • Policy and Plans Policy Development. Prepares and reviews recommended legislation; evaluates legislative proposals for projected impact on mission, programs, and resources; prepares Congressional testimony and responds to Congressional inquiries (in writing and in-person); and interprets legislation into requirements, goals, and actions.
      • Defense Support to Civil Authorities (DSCA) Action Officer. Represents OASW (HD&GS) at Action Officer level interagency meetings regarding Homeland Defense, DSCA and emergency management issues.
      • Defense Support to Civil Authorities (DSCA) Action Officer. Provides comprehensive, succinct, and focused feedback to senior leaders within the Department of War . Represents the OASW (HD&GS) at the action officer level, with regard to the Secretary of War Homeland Security Executive Working Group, Homeland Security Transition Team, and Domestic Incident Coordination Group. Routinely coordinates actions, and requests for coordination with representatives of the Department of Justice (DOJ), Federal Bureau of Investigation (FBI), Executive Office of the President, Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Customs and Border Patrol (CBP), US Secret Service, and other Federal agencies..
      • Defense Support to Civil Authorities (DSCA) Action Officer. Provides updates, briefings, and assessments to the HQ USACE leadership on an ongoing basis. Ensures that all issues of the OASD (HD&GS), and HQ USACE leaders are brought to the other for assessment, based on personal recommendations for execution of required initiatives..
      • Support to Current Operations. When the National Response Framework (NRF) is activated, incumbent will receive all taskings and directions from the DASW (HD&GS), or other senior OSW military or civilian personnel. As a recognized expert in the interaction and workings of DHS, FEMA, DoW, and USACE under the NRF will assume an appropriate role on the DASW HDI-DSCA staff.
      • Support to Current Operations. Recognizes, interprets, and applies regulatory authorities that provide support to civil authorities during disasters and emergencies.
      • Support to Current Operations. Evaluates requests for conformance with established criteria, administrative and internal requirements, and management principles.
      • Support to Current Operations. Maintains contact with civilian and military personnel and management matters, and coordinates and expedites these actions, as circumstances require, with appropriate management officials and supporting elements.

      APPLICABILITY/AREA OF CONSIDERATION: This assignment is open to all qualified permanent USACE employees within the United States (including GS-14 staff with at least one year time-in-grade) with competitive service status who are eligible for temporary promotion, temporary reassignment, or detail to the GS-15.

      APPLICANT QUALIFICATIONS: Nominees will be selected based on:

      • Expert knowledge of Defense Support of Civil Authorities; Military Assistance to Civil Authorities; Military Assistance to Civil Disturbances; DoW International Special Events; and, all policies, programs, resources, processes, capabilities, and legal authorities involved.
      • Must be able to masterfully navigate the organizations of the Joint Chiefs of Staff and the Office of the Secretary of War on a day-to-day basis.
      • Expert knowledge of the functions, planning, and structure of the NRF.
      • Thorough knowledge of qualitative and quantitative methods available, for the assessment and improvement of the effectiveness of these essential public programs.
      • Expert knowledge of DoW planning, programming, and the appropriate analytical and evaluative methods, for assessing the impact of modifications to Homeland Defense/Homeland Security programs and resources.
      • Must be able to plan, organize, and direct team studies, as well as, negotiating acceptance of recommendations by senior DoW and USACE leaders.

      • Authorized representative: Empowered by the USACE commander to have direct communication with OSW, SEC Army, and other DoW leadership.
      • Integrator: Integrates and supports goals and objectives of USACE, OSW, SEC Army, and the Interagency Team.
