  • Position Overview/Duties:
    • This is a Direct Hire Authority (DHA) announcement for an Engineering Technician (Civil) in the South Atlantic Division, Mobile District, Engineering Division, Water Resources Branch, Hydrology, Hydraulic Design, and Coastal Engineering Section (HH&C).

      Position Title: Engineering Technician (Civil)

      Open Period: 19-30 March 2026

      Duty Location: Mobile, AL.

      Duties and Responsibilities:

      Assigned to the Hydrology, Hydraulic Design, and Coastal Engineering Section (HH&C), Water Resources Branch, Engineering Division, serving as a Senior Engineering Technician (Civil) for Civil Works projects. Performs technical and design assignments primarily by use of Computer Aided Design/Drafting (CADD), AutoCAD, Civil 3D, civil engineering design software, and GIS. Utilizes more advanced CADD commands, programming, and Digital Terrain Modeling (DTM) features, as well as surveying, civil engineering, and drafting practices to complete and/or revise surveys, design analysis, drawings, and quantity estimates. Prepares plans, grading plans, design site layouts, cross-sections, details, and centerline profiles for inclusion in various Civil Works projects including, but not limited to, flood risk management levees and canals, coastal storm risk management berms and dunes, bank stabilization and shore protection, erosion and sediment control features, and navigation deep-draft and shallow-draft channels. Coordinates with the CADD Manager to ensure the latest processes, software, hardware, and CADD standards and tools are implemented for the Civil Works Program. Coordinates design process with technical specialists regarding such features as hydraulic/coastal, surveying, civil/site, structural, electrical, mechanical, and geotechnical requirements in the total design. Prepares and/or advises on technical specifications and quantity estimates. Performs Quality Assurance and Quality Control reviews of design documentation reports, plans, and specifications for adequacy of CADD standards and quantity estimates. Conducts site reconnaissance for the purpose of: (a)collecting data on existing, anticipated, or as-constructed conditions, (b)visually analyzing and selecting tentative field locations for specific project features. Performs basic small scale topographic and hydrographic surveys for civil works projects. Surveys are performed using total station or theodolite instruments. Evaluates, processes, and transforms survey data into AutoCAD engineering drawings. Assists or prepares aerial or topographic survey scope of work for in-house and contracted work. Receives and reviews survey deliverables for compliance with instructions, accuracy, and completeness of scope. Utilizes GIS for basic data processing and developing design parameter data.

    • This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

      Minimum Education Requirement: Bachelor's degree (or higher) in engineering. The program must: lead to a degree in a school with at least one program accredited by ABET. Degree must be documented on a transcript.

      Specialized Experience:

      One year of specialized experience (1) Proficient in latest CAD processes, hardware, standards, and tools utilized in the production of design analysis, construction plans, and quantity estimating; (2) Proficient in CAD systems, AutoDesk products, AutoCAD, Civil3D, or other CAD application and software including databases, word processing, spreadsheets, ProjectWise; (3) Proficient in Geospatial Information Systems (GIS) applications and software; (4) Experience performing Quality Control reviews of CAD drawings, plans, specifications, reports, and quantity calculations.
      Other Conditions: Incumbent may participate in field work to conduct site reconnaissance. Incumbent is required to travel up to 10% of the time. Work will include physical exertion in terms of walking, climbing, standing, sitting, lifting, and carrying weights in excess of 50 pounds. Must have the ability to withstand long periods of walking and climbing as required for field reconnaissance and surveying.

      Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

      • Work will include physical exertion in terms of walking, climbing, standing, sitting, lifting, and carrying weights in excess of 50 pounds.
      • Hiring incentives such as a recruitment/relocation bonus, service credit for leave, and student loan repayment may be authorized (subject to available budget). Before the payment of a Relocation Incentive, an employee must provide residence documentation and maintain a residence in the new geographic location for the duration of the service agreement.
      • This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or its possessions to operate vehicles.
      • This position may be eligible for situational telework.
